Centro is seeking suitable consultants to qualify for its new Professional Services Framework Agreement that is due to commence on 1.10.2015 for a maximum period of 4 years. This is to replace Centro's existing framework that expires on 30.9.2015.
The framework will consist of 4 Lots as follows:
Lot 1 - Project Development and Delivery
Lot 2 - Transport Planning
Lot 3 - Project Management and Programme Management Office
Lot 4 - Market Research and Data Processing
Centro is proposing to qualify either 1, 3 or 4 consultants to each Lot of the framework and will usually undertake a suitable mini competition process to award each call-off.
Some call-offs undertaken from this Framework Agreement may be subject to EU Involve / ERDF or other associated or relevant funding.
Tenders are due back by the closing date of 12:00 on Monday 10.8.2015 and the deadline for clarification questions, via BravoSolution, is 12:00 on Tuesday 4.8.2015.
Centro is holding a pre-tender Briefing Session for all interested bidders for this framework on Tuesday 14.7.2015 at Centro House, 16 Summer Lane, Birmingham, B19 3SD from 11:00-13:00. if this is of interest would you please confirm your attendance by 12:00 on Monday 13.7.2015, via BravoSolution.
This Framework Agreement is available for any Local Authority, Integrated Transport Authority or public body in the UK to access and order from including specifically all seven West Midlands authorities (Birmingham City Council, Solihull, Coventry, Dudley, Wolverhampton, Walsall and Sandwell).
As this is a Framework Agreement it is not known at this stage what the aggregate value of spend will be across the various Lots over the duration of the framework in terms of Centro spend or spend incurred by the various organisations that can access and order directly from the framework. It is not the intention that Centro uses the framework to procure on behalf of other organisations rather that other public bodies have access to it and procure directly from the qualified suppliers for the Lot(s) concerned.

1)Short description
Consultancy support through this framework agreement will be required to supplement the work of the in house Transport Planning team. Consultants will be required to be knowledgeable in current transport modelling and appraisal guidance and best practice in scheme development as well being sensitive to the economic, social, political and environmental climate that Centro as and the ITA operates within. Consultants will also be expected to understand the transport operation environment, local transport governance arrangements and Centro's role within the transport sector. The work will require Consultants to respond to requests in a positive and flexible manner, to be proactive in their approach to issues and risks within the projects and to be able to consult and negotiate successfully with stakeholders.

To ensure scheme delivery achieves increased public transport usage and higher levels of customer satisfaction Centro needs to understand how customers perceive the strengths and weaknesses of the public transport offer and which aspects of new scheme investment generates increased usage and levels of satisfaction. Additionally, Centro needs data on patronage, journeys time and performance. Market research and passenger data enables Centro to gather information about customers and provides important information to identify public transport market size and market needs. Market research enables Centro to better understand what users and non users of public transport want, need, perceive and believe about the public transport offer in the West Midlands. This Lot will enable Centro to source fieldwork (including count data), data processing, reporting and analysis (for either quantitative or qualitative) work.

The Passenger Transport Executive (PTE) may be calling off from this contract if in the form of a Framework in its capacity as Executive to the Integrated Transport Authority (ITA). Instruction and payment will be via the PTE. However, the ultimate beneficiary of the advice will be the ITA and its Strategy and Policy Unit. Consequently bidders will be expected to enter into an appropriate Collateral Warranty direct with the ITA in this instance.
