This is a Contract Award Notice following an open procedure OJEU tender conducted to enable the Careers Choices Dewis Gyrfa Limited (CCDG) to appoint a suitably qualified supplier to provide a career interest guide to operate bi-lingually (Welsh and English) to integrate into the careerswales.com website. The interest guide will:
a) provide a suite of occupational information for users to gain an understanding of the different occupations and local labour market information.
b) provide the user with an opportunity to explore career ideas through the completion of a quiz/questionnaire that results in a list of suggested occupations based on their responses.
c) provide the user with the facility to save the results of the quizzes/questionnaires and occupational information in the Your Profile section of careerswales.com.
d) be accessed through a Cental Authentication Service Single Sign On (SSO) utility as part of the integration to careerswales/com website.
The contract will include software installation, project management, all software licenses, maintenance, updating and technical support service.

Supply, configuration and implementation of interest guide software with ancillary services set out in ITT and ongoing support to include updating, maintenance, and support. Also includes all associated licence costs for the duration of the contract.
Estimated value range of GBP 400,000 to GBP 520,000 with the lower of the range being for the initial 5 year contract and the higher allowing for the additional maximum 2 year extension as set out in section II.2.2 and II.2.3.

Additional information:
CCDG further reserves the right to cancel the tender process at any stage for any reason; to amend the terms and conditions of the tender process; and/or to award part only of the contract. CCDG reserves the right to withdraw from the tendering process at any stage or to vary the scope of the products and services required and CCDG shall not be liable to any Tenderer as a result of this action. All Tenderers are solely responsible for their costs and expenses incurred in connection with the preparation and submission of their tender and the tendering process.
Any agreement entered into will be governed by English and Welsh law as applied in Wales and will be subject to the exclusive jurisdiction of the English and Welsh Courts. CCDG is working to strict timescales, please refer to the timescales detailed in the invitation to tender.
The contract is principally ones for the supply of goods with some ancillary services.

VI.4.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: In accordance with the Public Contracts Regulations 2006 (SI 2006 No. 5) (as amended) ("the Regulations”), CCDG will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to bidders. This period allows unsuccessful bidders to receive further debriefing from the contracting authority before the contract is entered into. Should additional information be required it should be requested of the addressee in section I.1 of the OJEU advertisement. If an appeal regarding the award of the contract has not been successfully resolved, the Regulations provide for parties which in consequence of a breach of duty, suffer, or risks suffering loss or damage to apply to the Court. Bidders are referred to Part 9 of the Regulations in relation to the procedure and time periods for applying to the Court. Bidders should note that the purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
