Following Royal Assent in February 2015, Land Registry will become the body responsible for providing a Local Land Charge service for England. Local Land Charges records, currently maintained by each individual Local Authority, are statutory, historic and fairly static, containing records of property charges which currently exist (e.g. tree preservation orders, listed building status).
Currently, each of the 326 Local Authorities across England have their own processes for maintaining a register of the existence of the Local Land Charges that affect land and property within their jurisdiction. These ‘notice’ registers are made up of paper records, microfiche, digital records, or a hybrid of record types.
This Prior Information Notice is to highlight to the market that to transition these records from the 326 Local Authorities, Land Registry intends over the next 12 months to be procuring services in two key areas:
1. Strategic Partner (Lot 1 in Annex B) will be procured through a single OJEU procurement, currently anticipated to be an Open procedure. The Strategic Partner will support Land Registry throughout the programme, bringing in capacity and capability across a range of important disciplines, including Programme management (including Delivery Milestones, overall delivery performance reporting and programme resourcing resilience), Supplier management, Procurement, Financial management, and the Provision of specialist LLC Advice and support with the LLC Full Business Case. They will work with Land Registry to initially procure, and then subsequently manage, the Digitisation and Import suppliers and to a lesser extent the LLC Register build supplier which will be procured under an existing framework.
2. Digitisation and Import (Lot 2 in Annex B) of existing LLC records from all Local Authorities (be they paper, microfiche, digital or hybrid) to the LLC Register and will consist of multiple contract lots which will be procured through an OJEU procedure. It is currently anticipated that this will be procurement through a Competitive Procedure with Negotiation process due to the greater complexity of the requirement and uncertainty over the scale of effort required. Suppliers will be able to bid for one or more lots consisting of Local Authorities.

1)Short description:
LLC Digitisation and Import requirement details the process of digitising 320 + data sets and importing the data into a data repository. Implementation of the LLC Digitisation and Import requirement will be via micro services. The micro services are expected to be different for non-digital (paper/microfiche/electronic) and digital processing requiring different supplier capabilities. The net outcome remains the same however; a centrally-held, spatially-enabled LLC Notices Register.
The micro services which explain the LLC Digitisation and Import Requirement can be separated into 9 key areas:
1. Data discovery and preparation- this involves information gathering on location, accessibility, currency and record completeness. Data preparation includes ensuring data is in a fit state for digitisation which will be largely undertaken by the Local Authorities, e.g. removal of paper clips from paper records/digital data in a standard format
2. Digitisation-this is the process of converting paper records into a digital format and the capture of the geometry of the LLC.
3. Data Profiling-the process of examining the digitised data, using a purpose built tool, to give metrics on data accuracy and completeness.
4. Digitisation Quality Assurance- the process to examine the data to give metrics on data quality including whether the data conforms to the stated Acceptable Quality Levels.
5. Digitisation Rework-the process of taking the findings from previous Digitisation Quality Assurance and correcting any issues before data transformation step.
6. Data Transformation-the process of transforming the digitised data into the agreed structure and format defined within the LLC Data specification and data model, using the intelligence gained from the Data profiling step
7. Data Profiling- The process of examining the digitised data, using a purpose built tool, to give metrics on data accuracy and completeness.
8. Digital Update- The import of the digitised data for the LLC into the data repository.
9. Information Assurance- The process to give assurance that the data import process has integrated the data into the data repository without introducing data integration, integrity or completeness issues’
