The authority has a requirement for a contractual arrangement to facilitate the collection/receipt and processing of Dry Recycling Materials arising from collection rounds.
A service is required for the reception and treatment of collected Dry Recycling Material. Suitable sorting and delivery points may also be considered from which the contractor may transfer the material to the appropriate processing facilities.
The service will also include the transfer of the materials to suitable merchants or processors.
SMDC will also require the provision of a full audit trail regarding volume of materials, processors or outlets used and the ultimate destination of each material stream.

Following 2 Open Procedure Invitation To Tender processes, no affordable or compliant tenders were received. After the initial process in 2014, the process was repeated and the specification was changed to allow tenderers to bid for individual waste streams. On the second occasion, no tenders were received for Lot 2, which was for the processing of dry commingled recycling.
