The Contracting Authority has procured the appointment of a contractor to undertake the design and build of a new library and student services centre at the Royal Holloway University of London main campus, in Egham, Surrey (TW20 0EX). The form of contract is based on JCT D&B; 2011. The successful tenderer has been required to enter in a bespoke Pre-construction Services Agreement.
The Contracting Authority may also require the contractor to provide ancillary works, services and supplies (including but not limited to fit-out, furniture and fittings, post-build facilities management services e.g. BSRIA Soft Landing scheme or equivalent, security and asset management services, utility fixtures, management and connections, and energy efficiency/utilization control and sustainability management).

The contract awarded is a pre-construction services agreement for stage 1 of a 2 stage process. The pre-construction fee is 654 877.47 GBP plus VAT.
Stage 2, if instructed by the contracting authority (optional), will be for the construction works to take place, as per the ITT, under the agreed form of JCT DB 2011 contract with schedule of amendments.
The stage 2 contract value, if instructed by the contacting authority is projected to be 34 000 000 GBP plus VAT and to be finally calculated on the basis of the successful contractor's tender.
Stage 1 - cost 654 877.47 GBP plus VAT - from 20.4.2015 to 4.9.2015.
Stage 2 (option) - projected cost 34 000 000 GBP plus VAT - from 6.11.2015 to 25.4.2017.

Precise information on deadline(s) for lodging appeals: In accordance with Regulation 32A, the contracting authority has incorporated a standstill period at the point information on the award of the contract was communicated to tenderers. That notification provided full information on the award decision. The standstill period, which was for a minimum of 10 calendar days, provided time for unsuccessful tenderers to challenge the award decision before the contract was entered into.
Part 9 of the Public Contracts Regulations 2006 (SI 2006 No 5) (as amended) provides for aggrieved parties who have been harmed or are at risk of harm by breach of the Regulations to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought within the applicable limitation period.
