NSAH (Alliance Homes) Limited (Alliance Homes) is a Registered Provider in North Somerset. It has developed a reputation for enabling the procurement of high quality, cost efficient photo-voltaic solutions via its self-funded photovoltaic panel framework which has been used by numerous public sector entities across the UK to install over 100,000 panels over the past five years.
Alliance Homes is now seeking to appoint one developer partner to a framework agreement, accessible by all UK public sector entities as detailed in Section VI.3, to deliver a fully-funded roof-top photovoltaic solution across the UK public sector property portfolio.
Alliance Homes is currently re-tendering its successful self-funded model framework (see OJEU Notice 2015/S-033-056490) and is currently running an EWI framework agreement (pursuant to OJEU Notice number 2013/S-074-123396).
The framework will provide a complete solution to public sector entities seeking to secure projects for the generation of electricity and will include the development, design, funding, installation and operation of PV installations as a one-stop shop in accordance with DECC and all other legislative requirements. It is envisaged at present that call-off contracts will range from 500 kw to 100 MW+ on individual or linked sites. Accordingly, only developers with current secured funding, a track record of project delivery in roof-top projects at scale and a professional and experienced supply chain should submit an expression of interest.

Alliance Homes reserves the right not to award a framework agreement and/or any call-off contract or to award a framework agreement and/or any call-off contract for part of the works and services advertised under this notice only at its sole discretion and Alliance Homes and/or any additional contracting authorities seeking to use this framework agreement shall have no liability whatsoever to any applicant/tenderer as a result of its exercise or that discretion. All costs incurred by the applicant/tenderer before signature of any framework agreement/ call-off contract with Alliance Homes and/or any other client shall be incurred entirely at the applicant/tenderer's risk, and Alliance Homes/any other client shall not have any liability whatsoever for those costs.
Applicants/tenderers should note that call-off contracts made underneath the framework agreement are likely to be long-term agreements and therefore may last beyond the end-date of the framework agreement. Applicants/tenderers will be required to hold their tenders open for acceptance for a minimum of six (6) months from the deadline for submission of tenders. Applicants/tenderers should note that appointment to the framework agreement is not a guarantee of work and there is no guaranteed minimum number or value of call-off contracts to be awarded under the proposed framework agreement.
