This Prior Information Notice (PIN) aims to initiate a market engagement exercise for the procurement of client advisory services for the Palace of Westminster Restoration and Renewal Programme. Client advisory services are likely to include, but are not limited to, business case management and writing, project and programme management, cost management, architectural services, design services, building services engineering, civil and structural engineering, health and safety (including asbestos and CDM Regulations), disability (DDA) accessibility, acoustic engineering, approved inspector (building control), interior design, catering services design, landscape design, planning consultancy, fire systems services, security consultancy, specialist lighting design services, ICT system services, Building Information Modelling (see http://www.bimtaskgroup.org/ for more information on Building Information Modelling) and building information management services, drainage engineering services, sustainability and environmental services, energy efficiency services, telephony and telecoms services, services relating to the design of public address systems, decant and relocation services, workspace design services and people flow modelling services. The intention is to appoint an advisory team that will continue for the duration of the programme. The exact scope, size, duration, phasing and delivery model for the services has yet to be defined. The successful client advisory service provider(s) appointed will therefore need to be capable of delivering any one of a number of scenarios under consideration and the fee arrangements will need to accommodate a number of potential scenarios.
The Corporate Officers recognise that the Restoration and Renewal programme will be very challenging in terms of its technical complexity, heritage considerations and level of public scrutiny. Their view is that these challenges can only be successfully met by working in partnership with its advisors to develop and deliver collaborative solutions. The Corporate Officers wish to assess the interest and capability of the market for the supply of such services. In doing so, this will be your opportunity to discuss the programme and inform Parliament's approach to procurement.
