To provide residents with greater access to information on local and Group-wide activities-To provide a quality Resident magazine and Public Relations services - To deliver affordable and Value for Money (VfM) Resident magazines and Public Relations Services-To provide residents with timely and interesting information that is relevant to them whilst giving every opportunity for residents to get involved in the production of their newsletter. Establishing good relationships with all those involved is imperative. The Team is also looking for innovation to realise efficiency savings throughout the duration of the contract. Length of contract to be 12 months with an option to renew for a further 5 years subject to satisfactory performance against agreed Key Performance Indicators .

Resident Annual reports - 5 versions produced annually - Provision of public relations services as required including press release writing and event organising Print and mail is excluded from this contract.

No specific legal form is required, but the Contracting Authority reserves the right to require a lead economic operator to undertake primary contractual liability for the contract or to require that each economic operator becomes jointly and severally responsible for the contract before acceptance.

Description of particular conditions: Economic Operators may be required to participate in the achievements of social/environmental policy objectives relating to and in line with the Social Value Act 2012 including training, digital inclusion, neighbourhood engagement, legacy initiatives and supply chain initiatives. Accordingly contract performance conditions may relate to the social and environmental considerations.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.
Candidates who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so.
Candidates who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Authority.

(c) A statement of the undertaking's overall turnover and, where appropriate, of turnover in the area covered by the contract for a maximum of the last 3 financial years available, depending on the date on which the undertaking was set up or the economic operator started trading, as far as the information on these turnovers is available.
The PQQ will request specific responses and information from the economic operator. The PQQ response will be reviewed by the Contracting Authority in accordance with the evaluation criteria set out in the PQQ. The PQQ will request the following information: a) audited accounts for the most recent two years (plus where these accounts are more than 12 months old, provide the most recent management accounts (profit and loss account, balance sheet and cash flow statements)).Where an economic operator does not have sufficient trading history, the PQQ will request :a) most recent management accounts (profit and loss account, balance sheet and cash flow statements); and b) statement detailing how your business is funded. A bankers reference maybe requested. Evidence that the economic operator and relevant organisations have or shall have at contract award Employer's liability insurance, Public Liability Insurance and Professional Indemnity Insurance.

(d) A description of the technical facilities and measures used by the supplier or service provider for ensuring quality and the undertaking's study and research facilities.
(e) Where the products or services to be supplied are complex or, exceptionally, are required for a special purpose, a check carried out by the contracting authorities or on their behalf by a competent official body of the country in which the supplier or service provider is established, subject to that body's agreement, on the production capacities of the supplier or the technical capacity of the service provider and, if necessary, on the means of study and research which are available to it and the quality control measures it will operate.
