Herefordshire Council is seeking to tender a Regional SEN Mediation Service Framework for and behalf of the other councils in the West Midlands and potentially other authorities across the UK.
We are seeking to jointly commission independent disagreement resolution/mediation services for young people (16 to 25) and parents, to deliver the statutory requirement to offer an independent disagreement and mediation service in respect of children and young people with special educational needs and/or disabilities who are resident within the region
The SEN provisions within the Children and Families Bill are secured on the principle of offering increased choice and control for families. West Midlands LAs are therefore seeking to ensure that families can have some choice in who delivers their disagreement resolution/mediation service, whilst ensuring that their service of choice meets a minimum service standard within a value for money framework. It is intended to achieve this through an approved list of providers who satisfy the tender specifications as set out. The tender is a regional response to the legislation and aims to develop a framework of providers to support this mediation process.
