1)Short description:
Construction of a high quality laboratory facility and office accommodation currently referred to as the ‘Techspace’. The facility will provide ‘grow on space’ to support the existing Sci Tech Campus and will be located on a Gateway development plot on Daresbury Science Park.

The Techspace Facility consists of two buildings.
The first building will be 3 storey's high of circa 36 000 sqft NIA consisting of ‘dry’ lab space on the ground floor, ‘wet’ lab space on the first floor and office space on the second floor complete with all associated ancillary, support and circulation provision. It will be delivered to shell and core, majority Category A fit out and limited elements of Category B fit out including pre-commissioning and testing of all mep installations and specialist systems.
The second building will be 2 storey's high of circa 8 500 sqft NIA consisting of office space with associated circulation space. It will be delivered to Shell and Core and Category A level of fit out including pre-commissioning and testing of all mep installations and specialist systems.
The scope of works includes all on site external works including boundary treatment, car parking, service roads, incoming utilities and public realm including highways connections.

The execution of the works will enable the Landlord to carry out limited direct works to enable the building to be suitable for letting and occupation.

The split of works between lots 1 and 2 has yet to be technically fixed however it is currently envisaged that Lot 2 works will include decorations, floor and wall finishes, ceiling installations, specialist joinery, balustrading and metalwork, furniture, fittings, equipment, building mounted signage and final fix mep incl BMS and ICT Active Equipment provision, with all other elements of Category A and B Fit Out to be carried out under Lot 1.

The scope of works is to carry out enabling works to approximately 10.8 acres of land boarded to the east of Innovation Way, South of the A558 Daresbury Express Way and North of the A56 to deliver plots suitable for future development of Daresbury Science Park.
The final scope of works will be subject to a design feasibility exercise including site surveys and investigations, but is currently envisaged as incorporating new site utilities and drainage provision, highway connections and associated offsite improvements as required, site profiling of existing levels including retaining measures as required to provide development plateaus and development constraints removal all of which is to create a series of development plots complete with all primary infrastructure.

1)Short description:
To provide physical improvement works to both adopted highway and un-adopted land to provide a gateway entrance into Daresbury Science Park, improve access into and around the Park, enhance pedestrian / cyclist circulation and public realm facilities and stimulate collaboration between existing and future Campus users as a consequence of the improved links between facilities created.

The scope of works includes the extension of the planned Halton BC highway works on Innovation Way and A558 Daresbury Expressway to develop Innovation Way into a vehicular dual carriageway Gateway Route into the Daresbury Science Park Campus, including an upgrade of the existing Keckwick Lane roundabout.
A new Linear Park will be created on un-adopted land to the Southern side of Keckwick Lane to provide a safe and enjoyable space for pedestrian and cyclist to access through the Campus. New crossing points and traffic calming measures will be incorporated into Keckwick Lane to provide linkage between facilities on either side of the Campus.
A new plaza area of high quality public realm will be created to provide clear pedestrian linkage between the existing Innovation House and the Sci Tech Laboratory facilities whilst maintaining existing vehicular access and turning provision.

The tender for these works is to be conducted by Halton Borough Council (HBC) on behalf of the Daresbury Joint Venture, in which HBC is a partner, and Langtree Ltd.
The contract is divided into 4 Lots as described in this notice.
Lot 1 - The employer will be Langtree Ltd.
Lot 2 - The employer will be Halton Borough Council.
Lot 3 - The employer will be Daresbury Joint Venture Company.
Lot 4 - The employer will be Daresbury Joint Venture Company.
1) The authorities preferred solution is to appoint a single main contractor for all lots to achieve economies of scale and in the interests of efficiency in the coordination of the four workstreams described as lots in this notice. Accordingly tenderers must submit bids for all lots of the contract, however the authority reserves the right in its absolute discretion to award individual lots to separate tenderers should it prove to be the most economically advantageous option.
2) Conditions relating to environmental and social requirements of the Contracting Authorities may be included in this contract.

3) Halton Borough Council is the lead authority for this procurement. Documents relating to the procurement will only be issued or received via the Councils e-procurement vehicle - The Chest, hosted by Due North at www.the-chest.org.uk. In order to participate in the tender which will follow on from the publication of this prior information notice economic operators must register as a supplier on that system and register an interest in the subsequent opportunity when published.

4) Potential Contract values have been estimated using historical information on similar works. Any values in this notice are good faith estimates based on existing information and final contract values at award may differ in the light of estimates submitted by tenderers.
5) Any dates given in this notice are indicative and the Authorities reserve the right to amend dates if necessary.
6) The authority intends to issue the contract notice to start the procurement during February 2014.
7) Award of contracts is estimated to be 8.8.2014 although this date may vary due to the procurement process and the need to obtain the necessary internal authorities to proceed with the contracts.
