Soldier Systems Programmes, part of the UK Ministry of Defence, proposes to let an enabling contract with Manroy Engineering limited for support service (formerly known as psot design services) relating to in service quick change barrel heavy machine guns for which Manroy Engineering limited are the proprietary design owners. It is considered that this contract can be placed using the negtiated procedure without prior publication persuant to Article 31 (1) (b) of Directive 2004/18/EC (Regulation 14 (i) (a) (iii) of UK Public Contracts Regulations 2006). This is for reasons connected to the exclusive design rights belonging to Manroy Engineering Limited and such services cannot be provided without access to that proprietary design information.
