Arena and Convention Centre Liverpool Limited (ACC Liverpool Ltd), comprising Echo Arena and BT Convention Centre, is seeking to establish a contract for the provision of banking and merchant services. ACC Liverpool Ltd's sole shareholder is Liverpool City Council. It is anticipated that the contract will commence on 1.8.2014 for a period of 3 years until 31.7.2017 with the facility, at the sole discretion of ACC Liverpool Ltd, to extend the contract for a further two (2) two (2) year periods until 31.7.2019 and 31.7.2021.
The tender will be split into two lots:-
Lot 1: Banking Services
Lot 2: Merchant Services
The successful economic operator(s) will be expected to enter into a bespoke contract with ACC Liverpool Ltd. The contract may also include a sponsorship opportunity.
In early 2015, ACC Liverpool Ltd will expand its offering with the opening of Exhibition Centre Liverpool (ECL).
The approximate number of transactions specified do not include ECL.

ACC Liverpool Ltd is seeking to establish a contract for the provision of banking and merchant services. It is anticipated that the contract will commence on 1.8.2014 for a period of 3 years until 31.7.2017 with the facility, at the sole discretion of ACC Liverpool Ltd, to extend the contract for a further two (2) two (2) year periods until 31.7.2019 and 31.7.2021.

1)Short description
This Contract is for the provision of Merchant Services for the authorisation and settlement of credit and debit card transactions including but not limited to Visa cards, Mastercard, UK Maestro and American Express. The Contract will cover cardholder present transactions, Chip and PIN, cardholder not present transactions, mail order telephone and online ecommerce transactions. ACC Liverpool Ltd currently processes approximately 141 500 transactions over a 12 month period with an average value of 95.00 GBP per transaction. 98 % of transactions are cardholder not present (27 % via call centre and 71 % via website) and 2 % are cardholder present. 2 % of transactions relate to Commercial Cards, 36 % to Consumer Cards and 62 % to Debit Cards.
