Oxfordshire County Council is looking to externalise a range of back office transactional services including finance, HR and payroll to the Council and schools including but not limited to: payroll; resourcing; workforce initiatives; HR vetting and DBS clearances; data management and reporting; HR advice and helpdesk; learning and development; income; specialist payments; accounts payable; central buying; general ledger and finance service desk; banking services; nursery education funding; financial assessments; money management; VAT and taxation.
This PIN is intended to alert the market to this forthcoming procurement and also to undertake market engagement to enable the Council to shape its requirements ahead of the procurement process. It is anticipated that OCC would look for a contract duration of 4 years with the option to extend by up to a further 4 years however we are looking for the market's view on this among other areas.
Some of the services listed above are being procured on behalf of schools, academies or other public sector bodies.
Oxfordshire County Council anticipates publishing a call for competition in Spring 2014.
