Derbyshire County Council has spent the last 5 months engaging with stakeholder groups over the future of Elvaston Castle and Estate (together the "Estate”). Through this engagement the Council has developed an emerging long-term ‘Vision' and ‘Guiding Principles' for the Estate (the "Vision”). The Council wishes to engage and hear from commercial and non-commercial organisations that have ideas as to how to drive the community and commercial aspects of the Vision prior to formulating its final procurement strategy.
This is the beginning of the Council's market engagement exercise which is a process designed to help the Council understand the level of market interest in the opportunities that the Vision sets out for the Estate. It is hoped that this exercise will better inform and scope any future exercise and help interested bodies better understand the opportunities that the Estate represents.
This initial phase of market engagement is likely to be followed by a further phase in spring 2014 to further help refine the Council's thoughts. It is the current intention that a formal procurement process will start early summer 2014. Please be aware that at this stage the Council will not be formally assessing ideas and nothing given or provided at this stage will be evaluated as part of any procurement process. The Council welcome's responses from those bodies who feel that they have positive ideas on how the Vision can be delivered.
To access the market engagement documentation please visit the website www.futureelvaston.co.uk/market-engagement/ As part of the information pack you will note that there is a questionnaire which the Council hopes can be completed and returned by those bodies that have ideas on how the commercial aspect of the Vision can be delivered.
As part of this initial phase the Council will hold a supplier day. The day will be held in open dialogue and will provide an opportunity to gain an understanding of the options available. Places are limited and will be allocated on a first come first served basis so please respond and confirm your attendance by emailing Alan Clifton The deadline for booking onto the supplier day is 5.00pm on Thursday the 27.2.2014. Please note that only a maximum of 2 people per organisation can attend the information session, guided tours and meet the Project Team sessions.
The supplier day will be held at the Gothic Hall, Elvaston Castle, Elvaston Castle Country Park, Borrowash Road, Thulston, Derby on:
Tuesday, the 4.3.2014, beginning with a one hour information session between 9-30am -10.30am. This will be followed by 2 hour guided tours of the Estate, including buildings and spaces not currently available for public access such as Elvaston Castle and the former Estate Museum buildings. These tours will be available between:
10.45am-12.45pm; 11.00am-1.00pm; 11.15am-1.15pm; 1.15pm-3.15pm; 1.30pm-3.30pm; and 1.45pm-3.45pm.
Interested parties may also meet with the Project Team for 1 hour sessions to be held at the Rangers Office, Upper Stableyard, Elvaston Castle Country Park Borrowash Road, Thulston, Derby, on:
Thursday, the 13.3.2014. Sessions are available at 9.15am-10.15am; 10.30am-11.30am; 12.00pm-1.00pm; 1.15pm-2.15pm; 2.30pm-3.30pm; and 3.45pm-4.45pm. Please note that information made available to the Council in these sessions will help to formulate ideas and anyone attending should understand that such sessions may not be confidential. Places are limited and will be allocated on a first come first served basis so please respond and book your attendance by emailing Alan Clifton by Thursday 6.3.2014.
Parties unable to attend a session will not be disadvantaged in any future procurement exercise, as this pre market engagement is only a fact-finding exercise and no individual body will receive information which is not otherwise publically available. Where information becomes available during the course of this engagement exercise and the Council considers it relevant for any interested party it will be posted on the website www.futureelvaston.co.uk/market-engagement/. However, we would encourage anyone with ideas to try and attend a session, or complete the questionnaire.
