Dorset County Council has a requirement to source ICT technical resources externally where the in-house service (IT Services), does not have the capacity or capability to carry out the necessary ICT related work.
This Tender is for the purpose of securing an EU Compliant framework for the procurement of external ICT technical resourcing and expertise for various ICT disciplines in the following situations: (i) Where the Council has inadequate capacity to carry out a development in a technology already in use; (ii) Where the Council has inadequate capacity in house to develop expertise in new technologies in a timely way; (iii) Where the Council has inadequate capacity to focus on strategy, roadmap and design; (iv) Providing capacity to perform these tasks, or backfill internal staff; (v) Holistic expertise on technology options for strategy development; (vi) Development of design and standards for the adoption of a new technology; (vii) In depth expertise in a technology that IT Services have not used before leading to knowledge transfer to internal staff; (viii) Provisioning new service requirements where the technology options are not yet decided; (ix) A mentoring service for staff in order that they can problem solve technical issues.

Structure of framework: The Framework is split over the following Lots within various disciplines/specialisms. Scope and duration of framework: The Framework shall be for an initial period of two years (commencing 1.5.2014 and ending 30.4.2016) from the official award of the Agreement, with provision to extend for a further 2 years subject to satisfactory performance, making a total four year period.
Framework access: Whilst principally for use by the Council, subject to prior agreement with the Council, the Framework will also be open for collaboration and access by other public sector bodies (‘End Users') such as: Local Authority Councils: County, Unitary, District, Borough, and Metropolitan Councils. (Parish and Community Councils are also permissible users); Educational Establishments: Nursery School, Primary School, Middle or High School, Secondary School, Academy, Special School, Pupil Referral Unit (PRU), Further Education College, University; Educational Establishments: Nursery School, Primary School, Middle or High School, Secondary School, Academy, Special School, Pupil Referral Unit (PRU), Further Education College, University; Police, Fire & Rescue & Maritime & Coastguard Agency Emergency Services; NHS Bodies, the HSC (Northern Ireland) and Ambulance Services; Central Government Departments & their Agencies; Registered Charities; Registered Social Landlords [Government-funded, not-for-profit organisations that provide affordable housing. Estimated value of framework: The estimated potential value of business in respect of Dorset County Council is GBP 1,000,000 based on a 4 year period. This figure is given in guidance only and the Council cannot guarantee that this value of business will be generated during the period of the framework. To allow for interest from other public sector bodies and collaborative access, the estimated value for the entire duration of the framework shall range between GBP 1,000,000 and GBP 100,000,000.
