Following a period of engagement the NHS Commissioning Board (operating under the name NHS England) have published a draft scope for their proposed Framework Agreement for Commissioning Support Services.
This scope covers:
- Business Support services including; financial management and budgeting, payroll, HR services, infrastructure services (IT and desktop support), corporate governance, risk management and compliance;
- Healthcare Procurement and Provider Management Services including; healthcare procurement, market development, contracting, and provider and contract management services;
- Transformation and Service Redesign services including; research and analysis, strategy and planning, system and commissioning transformation and pathway optimisation, revision and redesign services;
- Communications and Patient and Public Engagement services including; proactive and reactive communications support and delivery, patient and public participation;
- Business Intelligence applications and business analytics;
- Clinical Support including; Individual Funding Requests Case Management, medicines management and optimisation and Continuing Healthcare and Funded Nursing Care.
The likely customers of the above services are Clinical Commissioning Groups (CCGs), NHS England and other NHS and public sector organisations with requirements for commissioning support.

Further to the Prior Information Notice, dispatched 16/05/2013, reference 2013/S 096-163853, the NHS Commissioning Board (operating under the name NHS England) have undertaken a period of engagement regarding a proposed Framework Agreement for Commissioning Support Services.

The purpose of the current PIN is to:

1) draw interested parties attention to the findings from the engagement to date, which can be found at the following website address: www.england.nhs.uk/lpf and

2) notify interested parties that further information and future updates in relation to the proposed Framework Agreement for Commissioning Support Services will be posted to the website address above between the date of this notice and the issue of a Contract Notice in respect of the procurement of the proposed Framework Agreement for Commissioning Support Services.
It is currently expected that a Contract Notice will be published to commence the procurement process for this Framework at the end of February 2014.
