The Kresen Kernow project is a priority of Cornwall Council's Culture White Paper and is being led by the Archives and Cornish Studies Service which forms part of the Council's Economic Devlopment and Culture Service. Cornwall Council has agreed a budget of GBP 4m towards the GBP 14.7m scheme and we have successfully achieved a Round 1 Pass from the Heritage Lottery Fund. Kresen Kernow is transformative and will provide a sustainable home and dynamic future for the archive collections that record Cornwall's history. The former Brewhouse at Redruth Brewery will be reused to accommodate Kresen Kernow, creating a new facility for the collection that meets PD5454:2012 standards and improving the sustainability of the Cornwall Record Office and Cornish Studies Service The project will safeguard this historic building at the centre of the Cornish Mining World Heritage Site, enhance the public realm and help regenerate Redruth, one of Cornwall's most deprived communities.
We have built into the project's development phase consultation on service transformation, collection storage, preservation and management, use of information technology, audience development and partnership working. All of which, together with consultation on a conservation management plan and ecological surveys, will shape the design of the building, its functions, the core and complementary services and activities that Kresen Kernow will aspire to deliver.
The Council now requires an architect-led design team ('Design Team') to develop the scheme from project feasibility through to RIBA Stage D, achieving a BREEAM 'Excellent' score at pre-assessment and submission of a Planning application with the necessary consultation. The Council has separately contracted Provelio Limited to provide project Management services and Swett for Quantity Surveyor services. In addition, a Conservation Management Plan (CMP) will be commissioned in November 2013 for completion in June 2014. The team will also be required to support a high quality Heritage Lottery Fund Round 2 bid submission at the end of the development phase and this will include a 10 year Management and Maintenance Plan, a procurement strategy for the main contractor and other services required for project delivery. At RIBA Stage D the Council will decide the most appropriate contractor procurement route including the options of a traditional build contract or novating the Design Team to a contractor under a Design and Build arrangement.
Subject to a Second Round Pass from the Heritage Lottery Fund, the project team will then be responsible for the delivery of the project through to financial closure of the capital scheme. Specifically the objectives of the project are as follows:
1. To create an inspiring building with sustainability at the heart of its design, reflecting the aspirations of the project and the community in which it is located, safeguarding the archive collections for generations to come.
2. To achieve planning consent with access, parking, services and landscaping layout approved.
3. To provide accommodation format options to suit the requirements of the Cornwall Records Office and Cornish Studies Library service as identified in the scoping document and other potential partners such as Historic Environment Services, Cornwall Family History Society and a cafe franchise.
4. To achieve BREEAM Excellent subject to affordability and value for money and a scheme that goes beyond the minimum requirements in terms of social sustainability and accessibility.
5. To achieve high quality in design, place making, heritage conservation and sustainability that is consistent with the Conservation Management Plan and the Master Plan of the wider site.
6. To secure consensus and support from key stakeholders through an agreed consultation and engagement programme.
7. To provide support and information to the Council for the Round 2 bid to the Heritage Lottery Fund.
8. To strengthen the economic significance of the former Brewery site to the local economy.
A Master Plan exercise (including consultation) covering the whole site is being undertaken separately from this contract to include housing and retail, and we have secured additional funding to deliver a flood mitigation scheme that will commence in 2013/14 after site acquisition. Kresen Kernow, although designed as a "stand alone" project, will be part of this wider master plan for the site and will need to take into consideration the flood alleviation and public realm works programme. The project management for these works and for Kresen Kernow is to be carried out by Provelio, ensuring good communications in terms of programming.
The wider development of the Brewery Site will commence prior to the Kresen Kernow construction phase, with an extensive enabling works package. This will see the demolition of buildings and structures of non historic significance, as agreed with the Conservation Officers, Planning Department and English Heritage. Relevant decontamination works will also take place, asbestos removal and other identified areas of concern, and the flood mitigation and public realm project will commence in May 2014. This GBP 3,5m project will make use of materials from the demolished buildings within the enhanced Brewery leat area, which is part of the sustainable design approach across the whole Master Plan area.
