Any framework agreement awarded will be on a zero value basis with no obligation for Tube Lines to purchase any minimum number of parts.
Tube Lines reserves the right to up issue the technical specification with amendments prior to submission of bidders best and final offers.
A framework agreement is sought with a view to replacing the parts between 2014 and 2019 in line with the Piccadilly Line life extension programme.

Section III: Legal, economic, financial and technical information
Description of particular conditions: Suppliers expressing an interest will be required to successfully complete a pre-qualification questionnaire.
The Prequalification Questionnaire and associated documents are to be provided upon companies expressing an interest in this contract.
The Prequalification questionnaire will be separately issued electronically upon request by the contact point mentioned in Section 1.

Additional information about electronic auction: Tube Lines reserved the right to use an electronic auction at the end of the tendering stage during the BAFO stage to determine the most economically advantageous offer. In this case, bidders will be issues with the log in for the Tube Lines sourcing tool where they will be able to log in and participate in the E-Auction process.

- Tube Lines Limited‘s Framework Agreement terms and conditions for the Supply of Goods will apply. Full details will be included in the Invitation to Tender documents.
- The contract and any matters, including the disputes, arising out of it will be subject to English Law and the exclusive jurisdiction of the English Courts.
- Tube Lines Limited does not bind itself to accept any tender.
- Registration of interest in this procurement by any party does not guarantee inclusion of the party on the tender enquiry list. Tube Lines Limited shall select candidates to receive invitations to tender in accordance with objective criteria as detailed in IV.2.1 of this Notice and in the invitation to tender documents.
- Tube Lines Limited reserves the right to select those candidates with whom it wishes to negotiate. This will be done on an objective basis according to objective criteria and rules laid down by Tube Lines Limited.
- Tube Lines Limited reserves the right to disqualify any candidate which: provides information or conformations which later prove to be untrue or incorrect; or does not supply the information required by this notice or pre- qualification questionnaire; or contravenes the criteria detailed in Regulation 26 of The Utilities Contracts Regulations 2006.

The UK government has announced its commitment to greater data transparency, accordingly Tube Lines reserves the right to publishing its tender documents, contracts and data from invoices received. In so doing Tube Lines may at its absolute discretion take account of the exemptions that would be available under the Freedom of Information Act 2000 and Environmental Information Regulations 2004.
Precise information on deadline(s) for lodging appeals: The Contracting Entity will operate a ten day standstill period following notification to bidders of the award decision. Any framework will not be entered into during this standstill period. Requests for future debriefing and appeals must be made in accordance with the Utilities Contract Regulations 2006.
Prior to contract award TLL will incorporate a minimum ten calendar day standstill period at the point information on the award of the contract is communicated to tenderers. Prior to this period TLL will provide unsuccessful bidders with the identity of the winning bidders(s) and details of the score(s) and characteristics and relative advantages of the winning bid(s). The Utilities Contracts Regulations 2006 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland)
