This procurement is for the manufacture and supply of motor and trailer car axles for the Piccadilly Line Rolling Stock of the London Underground as part of its life extension programme.
Any framework agreement awarded will be on a zero value basis with no obligation for Tube Lines to purchase any minimum number of parts.
Tube Lines reserves the right to up issue the technical specification with amendments prior to submission of bidders best and final offers.
A framework agreement is sought with a view to replacing the parts between 2014 and 2019 in line with the Piccadilly Line life extension programme.

No special legal form is required but in the event of a group of contractors submitting an acceptable offer it will be necessary to provide an undertaking that each company will be jointly and severally responsible for the due performance of the Framework Agreement.

This is Tube Lines Limited's last call for competition i.e., this notice is a call for competition in accordance with Directive 2004/17/EC. It is not intended that any further call for competition be made although Tube Lines Limited reserves the right to place further calls at its sole discretion.

- The contract and any matters, including the disputes, arising out of it will be subject to English Law and the exclusive jurisdiction of the English Courts.

Precise information on deadline(s) for lodging appeals: The contract and any matters, including the disputes, arising out of it will be subject to English Law and the exclusive jurisdiction of the English Courts.
The UK government has announced its commitment to greater data transparency, accordingly Tube Lines reserves the right to publishing its tender documents, contracts and data from invoices received. In so doing Tube Lines may at its absolute discretion take account of the exemptions that would be available under the Freedom of Information Act 2000 and Environmental Information Regulations 2004.
Precise information on deadline(s) for lodging appeals: The Contracting Entity will operate a ten day standstill period following notification to bidders of the award decision. Any framework will not be entered into during this standstill period. Requests for future debriefing and appeals must be made in accordance with the Utilities Contract Regulations 2006.
Prior to contract award TLL will incorporate a minimum ten calendar day standstill period at the point information on the award of the contract is communicated to tenderers. Prior to this period TLL will provide unsuccessful bidders with the identity of the winning bidders(s) and details of the score(s) and characteristics and relative advantages of the winning bid(s). The Utilities Contracts Regulations 2006 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland)
