The services being procured in this exercise are for the appointment of a Mechanical and Electrical Consultancy Service with the relevant skills, to work with the design team to design and manage all features of the M and E element of the University of Northamptons complex Waterside Development project.
This will include but is not restricted to Co-operate and collaborate with the Architect so as to assist him in his role of design team leader with responsibility to give direction to the design process and to co-ordinate and integrate overall design.
Provide any mechanical and electrical engineering services that may be required in respect of existing buildings.
Prepare such drawings, calculations and other details of the Engineering Services as are required for submission under the Building Regulations or for the purposes of other statutory approvals.
Conduct any negotiations required under the Building Regulations or other legislation, Collaborate with the Contractor in the preparation and implementation of a strategy for ensuring that the design and construction of the Development complies with Part L of the Building Regulations.
Advise on the need for specialist contractors, sub-contractors and suppliers to design and execute parts of the Engineering Services.
Prepare outline, descriptive or performance specifications for use where any elements of the Engineering Services are to be designed by specialists;
Advise and assist in the selection of any specialist sub-contractors, proprietary plant and equipment or specialist suppliers.
Appraise and report upon tenders received from specialist sub-contractors and suppliers.
Review, carry out technical checks on and comment on designs, drawings, specifications, calculations and loading assumptions of specialist sub-contractors and suppliers, and co-ordinate.
Attend design team meetings and project or progress meetings whenever reasonably necessary.
Assist in connection with the costing of the Engineering Services, including provision of budget costs, adjustments to budget, analysis of sub-contract tender rates and prices, assistance with preparation of interim valuations and with the valuation of variations and with the preparation of the final account.

VI.4.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: The Contracting Authority will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
