The Framework Agreement is to provide Tree Inspection and Tree Surgery services in relation to Devon County Council (DCC) premises, Public Highways network and adjacent land. The DCC estate comprises approximately 900+ establishments including some 300+ Schools, together with other educational units, Children's Centres, Social Care Units, Libraries, Offices, other Corporate Buildings and some tenanted farms. The County also maintains in the region of 12,800 kilometres of highways and work will be required in relation to trees located on or adjacent to these properties and to highways trees, as well as to trees on its rights of way network for example public footpaths and bridleways.

3) Robust Health and Safety Management processes.
4) Professional indemnity Insurance cover to the value of GBP 1 million or over per occurrence.
5) Satisfactory references evidencing good quality arboricultural service provision.
6) Able to demonstrate sufficient relevant arboricultural expertise.
7) Accreditation from the Arboricultural Association or an equivalent accreditation body (Not applicable to Tree Inspectors).
8) Suitably qualified workforce (Tenderers wishing to bid for work adjacent to highways must meet the requirements of the New Roads and Streetworks Act 1991).
9) Exor accreditation will be required as a condition of contract (Bronze Plus for Tree Surgeons and Bronze for Tree Inspectors) but will not be required as a tender requirement (Exor has been appointed by DCC to be it ‘Comprehensive Accreditation Service provider and during the operation of the tree framework and as part of its role Exor's key duties will ensure that contractors where applicable retain the following - suitable Health & Safety Accreditation, Accreditation from the Arboricultural Association or an equivalent accreditation body, maintain required insurance cover, and retain suitably qualified staff, & certain certification and licensing).
