UK Power Networks intend to take an NEC3 based Framework Contract to market with multiple lots as part of its approach to intelligently deliver the works and activities we plan to discharge over the RIIO-ED1 period.
This framework will deliver a clear route from our regulatory settlement through to nominated Vendor (s) and demonstrate the key behaviours embedded within RIIO-ED1. The initial Contract will run for four years, with the Contracting Authority reserving the right to extend for a further four years and then a further four. The parameters under which this Contract may be extended will be contained within the Tender package.
The proposed Framework Contract will contain a number of lots split into activities grouped around the following technical competencies:
Major Substations: Construction, re-construction or enhancement of 132kV and 33kV Substations and includes project management, CAD services, feasibility, design, construction (including buildings and civil works the supply and installation of plant and equipment (some or all of which may be free issued) and commissioning
Major underground circuits: 132kV and 33kV. Project management, route evaluation, CAD services, feasibility, design, excavation, the supply and installation of cable and accessories (some or all of which may be free issued), cable removal, backfill and reinstatement, testing and commissioning.
Major overhead circuits: Lattice steel tower overhead lines at 132kV and 33kV and includes project management, route evaluation, CAD services, feasibility, design, circuit installation, removal and refurbishment, testing and commissioning
Distribution underground 11kV and LV & overhead systems; Project management, CAD services, feasibility, design, substation plant and equipment, underground cables and accessories (some or all of which may be free issued), ground and civil works, installation and commissioning. Wood pole overhead lines at 33kV, 11kV and LV including project management, route evaluation, feasibility, design, access consents, circuit installation, removal and refurbishment, testing and commissioning.

RIIO is Ofgem's framework for setting price controls for UK based electricity network companies developed through the RPI-X@20 project.

Over the next decade these companies face an unprecedented challenge of securing significant investment to maintain a reliable and secure network, and dealing with the changes in demand and generation that will occur in a low carbon future.
Ofgem, as the regulator, must ensure that this is delivered at a fair price for consumers. To help achieve this, Ofgem developed RIIO (Revenue=Incentives+ Innovation+Outputs), a new performance based model for setting the network companies' price controls which will last eight years.
RIIO is designed to encourage network companies to:
Put stakeholders at the heart of the decision-making process
Invest efficiently to ensure continued safe and reliable services
Innovate to reduce network costs for current and future consumers
Play a full role in delivering a low carbon economy and wider environmental objectives.
In early 2013 Ofgem completed the first price control reviews to use the RIIO framework: RIIO-T1 (gas and electricity transmission) and RIIO-GD1 (gas distribution). They are currently undertaking the RIIO-ED1 price control review for electricity distribution.
RIIO-ED1 is the first electricity distribution price control to reflect the new RIIO model for network regulation. The RIIO-ED1 price control sets the outputs that the 14 electricity Distribution Network Operators (DNOs) will need to deliver for their consumers and the associated revenues they are allowed to collect for the eight-year period from 1.4.2015 to 31.3.2023.
BT PLC is upgrading their entire UK telecommunications network to an Internet Protocol based system called BT21CN (21st Century Networks). BT21CN is not compliant with the requirements for UK Power Networks tele-protection services which currently operate over BT circuits. UK Power Networks are establishing a self-build fibre and leased dark fibre telecoms network to address issues that have arisen due to BT21CN.
UK Power Networks' procurement event will run using Vendors with valid registration on the Achilles Utilities Vendor Data Base (UVDB)
The registration process for Achilles UVDB Community is:

1. Send an email with your contact details to , where you will be asked to complete a short registration questionnaire.

2. Pay your subscription fee for Achilles UVDB and Verify. Once Achilles has received your payment, your account will be activated providing you access to the full pre-qualification questionnaire.
3. Use your personalised token to access your Achilles UVDB questionnaire. Please complete your questionnaire and submit it to the Achilles team for data validation which takes up to two working days. Once your questionnaire has passed data validation it will become visible to buyers and they are able to consider your organisation for any tender opportunities. This stage is dependent on you completing all questions in a timely manner. Achilles will contact you to arrange dates for your B2 Verify audit; these must be booked and carried out inDecember 2013 only for this procurement event. UK Power Networks require a Verify audit score in excess of 80 % as part of their pre-qualification process.
4. Once your audit has taken place, your organisation's Audit report is uploaded to Achilles UVDB within 10 working days for your organisation and for Achilles UVDB buyers to view. You will be able to download your Achilles UVDB stamp and certificate for Verify then.
Achilles will be closed on the 24th, 25th, 26th of December for public holidays. Audits can only be booked on working days Monday to Friday.
Cost for UVDB and Verify Registration (payable to Achilles Ltd):
UVDB Tier 1 subscription allows you to choose up to 7 Product Codes. The fee for this level is GBP 515 +VAT.
UVDB Tier 2 subscription allows you to choose between 8-14 Product Codes. The fee for this level is GBP 640 +VAT.
