Forensics and Representation services. The purpose of this Prior Information Notice (PIN) is: (a) to give potential tenderers advance notice that HM Revenue & Customs (HMRC) currently intend to undertake a tendering exercise for Forensics and Representation Services and (b) to advise potential tenderers of an upcoming Supplier Event which will be held in HMRC, Parliament Street, London on the 27.11.2013.
HMRC is a Government Department principally responsible for the collection, administration and management of revenue from Direct and Indirect Taxes and Duties, combating drug trafficking and enforcing import/export prohibitions.
HMRC has a requirement for a wide range of analytical and representational services covering an extensive range of products. This would include the provision of :
- Analytical services to determine the Tariff classification of goods in accordance with EC regulations,
- The assessment levels of individual components of products, such as tobacco,
- Provision of an analytical and advisory service to inform the classification process.
- Provide expert representation at EU meetings and Tribunals when required,
The supplier would be required to hold relevant ISO standards.
The client requires the contractor to provide a suitable location to accept items for examination. The contractors should ensure that the location is able to take delivery in a secure environment, to accept deliveries by vehicle, have secure storage facilities in addition to laboratory facilities and provide results of forensic examinations by the agreed deadlines including any witness statements.
From the date the item is presented to the contractor, the deadlines are:
1, Routine - 10 working days
2, Important - 5 working days
3 Urgent - 24 hours.
