This notice seeks expressions of interest from potential suppliers to provide TfL with the services of a Delivery Agent to coordinate and manage the delivery aspect of the Quietways Programme.
This supplier will provide a coordination, design and delivery function between the boroughs and other delivery partners in the development of the Quietways cycle routes to the agreed programme standards. The supplier will work with TfL to coordinate activity across 31 London boroughs, plus additional delivery partners (e.g. The Royal Parks, City of London Open Spaces, Canal & River Trust, etc.). Where boroughs/delivery partners do not have in-house design/engineering capability, the supplier will be able to provide this service. Additionally, the supplier will be able to act as a neutral coordinator to liaise with boroughs/delivery partners for the creation of cycle routes that cross borough/delivery partner boundaries.
The supplier will also undertake detailed feasibility, detailed design and other necessary preparation work, and will oversee construction of the routes. The Delivery Agent will need to work with the outputs of the Quietways Pilot Phase, delivering one full quick win route by the end of the 2014 calendar year from a preconceived route delivery plan. Additionally, they will be required to deliver further routes from delivery plans, and create further delivery plans according to a set process.
The work required will involve substantial borough, community and other local authority communication and engagement, as well as engineering and detailed design work. As such, any organisation or consortium of organisations applying for this work, should meet this criteria.

Interested parties are required to register their interest in participating in this exercise by emailing providing company and key contact details. The Expression of Interest document shall then be sent for completion.

Responses must be sent to TfL via email address no later than 10am on 13.12.2013.

TfL will manage this process in an open and transparent manner to maximise the possible benefits. Participation or non participation in this soft market testing will not disadvantage or advantage any supplier's ability to participate in any
future procurement activity. Direct or indirect canvassing of any TfL employee or agent by any supplier concerning this requirement, or any attempt to procure information from any TfL employee or agent concerning this PIN outside of the formal process described in this document may result in the disqualification of the supplier from consideration of any future procurement activity.
TfL will not enter into a contract based solely on the responses to this PIN and no information contained in this document or in any communication made between TfL and any supplier in connection with this shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered in accordance with this PIN.
