II.1.5)Short description of the contract or purchase(s)
The Contracting Authority is seeking to appoint contractors to a framework in order to undertake works of small value (up to GBP 1m) and of a value between GBP 1m and OJEU threshold on University premises or those managed by the University. The latter may include hospital environments. The scope of works may include but will not be limited to:
1) Kitchen and bathroom replacement schemes in halls of residences;
2) Fitting out works in laboratory, academic and/or administrative areas;
3) Fitting out works in hospital environments;
4) General building works including that to hard and soft landscaping;
5) Works to commercial catering kitchens;
6) Painting and decorating;
7) Services infrastructure installations.
This notice is split into Lots covering the above work scope. Interested parties may submit an Expression of Interest for one or more Lots. The purpose of the Lots is to ensure a balanced range/type of contractor on the final list. Following the identification of the successful contractors to the framework, bidders who just miss out on selection (next ranked) will be identified as ‘reserve contractors'. Work will only be awarded to these reserve contractors, if a framework contractor ceases business or fails consistently to meet the required performance and/or financial criteria.
The award of each individual project to any contractor on the framework will be through a tender or 'call-off' process. There is no guarantee that each and every member of the framework will be commissioned to work on the Contracting Authority's projects.
The framework will be operational for three years but the Contracting Authority reserves the right to extend the duration of the framework by one further year.

Precise information on deadline(s) for lodging appeals: The University of Nottingham will incorporate a standstill period at the point when information on the selection to the framework is communicated to Candidates. That notification will provide full information on the award decision including details of their submission relative to the successful Candidates. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful Candidates to challenge the award decision before the contract is entered into.
The Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
