Peabody is a Registered Provider of housing (RP) that owns and manages 27 000 homes across London. Our mission is to make London a city of opportunity for all by ensuring as many people as possible have a good home,a real sense of purpose, and a strong feeling of belonging. The Peabody Group also includes Gallions Housing Association, which operates primarily in Kent and other parts of south east England. However, the majority of properties covered by this procurement are located in central London.
Peabody is seeking expressions of interest from suitably qualified and experienced service providers to assume responsibility for the metering, management of pre-payments and collection of payments from Peabody's residents in respect of heating provided by communal heat and power systems. The successful service provider will also be responsible for maintaining the meters installed and may be required to carry out installations, or to advise on the installation of meters at Peabody's properties.
The successful service provider's role is expected to relate primarily to future developments rather than to Peabody's existing properties although it is likely that some existing schemes will be included. Further details will be set out in the contract documents.
It is anticipated that the successful service provider will be required to assist with the sourcing, maintenance and repair of pre-pay meters, to provide a resident/customer helpline and top-up service and, potentially, to provide energy advice to Peabody's residents. Further details will be set out in the contract documents. It is expected that the successful service provider will have experience of working with providers of affordable housing and will be familiar with the objectives and key concerns of Peabody as a Registered Provider.

It is anticipated that the contract will cover approximately 3000 properties, plus a small number of common parts. On this basis, the overall value of the contract (assuming that the contract is extended for the full five (5) years) is anticipated to be approximately 1,800,000 GBP.

Interested applicants should note that payments collected by the successful service provider will be required to be paid into an escrow account. Further details in relation to payment arrangements will be set out in the contract documents.

Peabody reserves the right to require groupings of service providers to take a particular legal form, or to require a service provider to take primary liability, or to require that each party undertakes joint and severalliability.

Description of particular conditions: Under the contract, the successful service provider and its supply chain will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. Accordingly the contract performance conditions may relate in particular to social and environmental considerations. Peabody anticipates that the Business Transfers Directive 2001/23/EC as implemented by the Transfer of Undertakings (Protection of Employment) Regulations 2006 will apply to the transfer of personnel from the incumbent provider and/or Peabody under this procurement. Peabody's detailed requirements will be set out in the contract documents.
