Norfolk County Council is seeking to source a provider/contractor to deliver the continuation of a Master Composter Volunteer Scheme. The Council has targets to save money and reduce the amount of waste sent to landfill. In order to meet these targets and increase the levels of composting in Norfolk, volunteers are recruited to promote composting to householders for a 12 month period or more. Each year around 20 volunteers are recruited and trained in home composting including promotion of the bin sales, composting tips and troubleshooting.
The Scheme will support the growing network of volunteers and co-ordinate their activities across Norfolk.
Since November 2006, 170 trained volunteers have spent over 5,000 hours promoting home composting in the county through many different activities including events, seminars, and newsletters.
The contractor will be required to:
- Plan and run an annual training event,
- Support and co-ordinate the volunteers through a Norfolk based employer,
- Keep volunteers up to date with the most recent composting advice and composting legislation.
We are holding a ‘concept viability' event to inform providers of our intentions and what we hope to achieve, to ascertain what potential providers see as areas of risk, to discuss contract specification and terms, to discuss how best to integrate social, environmental and economic considerations into the procurement and to find out what (if anything) would stop interested parties applying for this business opportunity. We believe that the Public Services (Social Value) Act 2012 will apply to this procurement exercise.
