City of Bradford Metropolitan Council (The Council) has raised this voluntary PIN to seek expressions of interest from organisations interested in participating in a tender exercise to supply, install and operate a digital scanner in addition to providing capital investment for the building of an extension at the Public mortuary, from which to house and operate the scanner. This could lead to be a service concession and works concession contract to which the EU rules are not applicable. The successful Supplier shall be given the right to exploit the services by obtaining income from third parties, in addition to any income received from the provision of data and the technologies developed.
The Council holds a Human Tissue Authority (HTA) licence which covers the licensable activities (autopsies and forensic post-mortems) on behalf of HM Coroner of the Western Division of West Yorkshire. These take place at the Forensic science centre, the Pubic Mortuary, based at Burnham Avenue, Bierley, Bradford, West Yorkshire.
The services and works required under this concession contract include the following:
- Supply, install and operate digital, or equivalent technology, to be used to conduct autopsies, using modern high definition imaging and visualising without the need for invasive body dissection and to ensure that the system is able to have a greater accuracy in establishing the cause of death.
- Provision to construct an extension to house the system. The Council shall organise the construction and obtaining of planning permissions. All costs including but not limited to the build, ongoing maintenance and all utilities shall be met by the successful Supplier. The Supplier shall agree to make available a pre determined budget, and finances being made available in an account for payment of the building costs. These costs are approximately GBP 550,000.
Indicative potential volumes are approximately 1800 - 2000 routine post-mortems and 50 forensic post - mortems per annum users from the current Bradford/Calderdale and Kirklees areas. No guaranteed volume levels can be given. The anticipated Contract duration for this opportunity is 10 years.
