Energy Works (Hull) Limited intends to procure a partner for the design and build of an energy from waste (EfW) facility in Hull using fluidised bed gasification (the "Project"). The facility is intended to recover energy from around 200kT of waste materials per annum. The gasification facility will produce a ‘syngas' that is combusted to produce steam to drive a conventional steam turbine, generating 25MW (gross) of electricity.
The gasification technology will allow cleaner and more efficient recovery of energy from waste than is achievable through traditional techniques and will qualify for double ROC awards under the Renewables Obligation incentive scheme.

Information will be given by email on registering on the e-procurement system which will enable access to all relevant documents. Interested parties are requested not to telephone the contact point unless they experience problems with the electronic system.
Energy Works (Hull) Limited intends to procure a partner for the Project. The intention is that the successful bidder will form a joint venture with Energy Works (Hull) Limited's parent company, C. Spencer Limited, to deliver the Project. Applications are welcome from consortia and accordingly the joint venture may be formed by more than 2 organisations.
The Project has full planning permission granted in October 2011. Insofar as a bidder's proposed technology for delivery requires amendments to this planning permission, Energy Works (Hull) Limited will make the applications for such amendments. Further information on this process is given in the procurement documents.
The Project benefits from a £20M grant from the European Regional Development Fund towards funding of the Project. The technological solutions of bidders will be limited to fluidised bed gasification pursuant to the conditions of the grant award and the state aid clearance for the Project.
