This notice is not an invitation for formal expression of interest. The Royal Borough of Kingston upon Thames (the Council) is issuing this PIN for the purpose of seeking organisations that wish to take part in a soft market testing exercise. Organisations that are interested in participating in this exercise are invited to email . The closing date for responses is 5th July 2013.

Organisations that would like to participate will be sent a questionnaire and memorandum of information. You are please asked to return the questionnaire to the email address above no later than 10th July 2013.
Council officers will meet with suitably experienced suppliers for informal discussions at the Guildhall in Kingston upon Thames during the week commencing 22nd July 2013. While we are interested in meeting with organisations with experience of delivering the services included within the scope of this programme, the Council would also like to consider innovative ways of working and new delivery models.
All information provided in the questionnaire responses and the subsequent discussions will assist the Council in shaping and scoping requirements and provide insight into the most suitable delivery model for this programme. The Council does not have a firm intention to award contract(s) at this stage. Please note the value quoted is an estimation based on a five year delivery period.
Any information provided by participating organisations will be strictly confidential and non-binding. This PIN does not constitute a call for competition to procure any services, supplies or works for the Council and the Council is not bound to accept any proposals offered.
