Recruitment services. Assessment centre services for recruitment. Placement services of personnel. Civil Service Resourcing (CS Resourcing) (the Client) wishes to establish services which supports recruitment to Senior and Executive posts for its customers within Central Government. This will replace the existing Executive Search & Related Services framework, originally let by the Cabinet Office and novated to HM Revenue & Customs (HMRC), which expires on 31.12.2013.
The services must comply with government policy on vacancy filling, equality and diversity, and security accreditation and to be updated if these policies change.
The services will complement current CS Resourcing procurement exercises but with a wider client portfolio. The services may be accessed by, but not limited to, other UK public bodies such as the National Health Service, Non-Departmental Public Bodies and Local Government, It is expected that the services will be provided by organisations commonly referred to as ‘head hunters' operating in the field of senior executive search and selection.
The level of seniority of post is likely to include Chief Executive, Chief Finance Officer, Chief Operating Officer, Board Member, Director General and senior specialist posts.

It is envisaged that the services will be broken down into Lots by specialist area but the exact Lot structure has not yet been agreed. Consideration is also being given to how the services will be provided (for example this may be by a framework with one or more suppliers; by a managed service provider; neutral master vendor; dynamic purchasing system etc). Services are likely to include (but are not limited to) specialisms such as HR, Finance, Communications, Commercials, IT etc. The Client reserves the right to amend the Service Lots.
HMRC acting on behalf of the CS Resourcing, will be holding a Supplier Event on Friday 17.5.2013 at Park Crescent Conference Centre, 229 Great Portland Street, London, W1W 5PN for potential suppliers to learn more about this requirement. The supplier event will also assist the Client in scoping the requirement by using feedback from suppliers in the market place. Due to the potential interest and size of the venue, numbers need to be restricted to one attendee from each prospective supplier on a first come-first served basis. It is advisable to register your interest by no later than Friday 10.5.2013.
How to Register.
To receive an invite to the published event you will need to:

1. Register your interest by emailing with the following information;

New users will receive login details to access sourcing@HMRC.

Suppliers who already have login details will be able to use these to access the system (as below).

i. Enter your user name in the Name field. (case sensitive)
ii. Enter your password in the Password field. (case sensitive)
iii. Click the Login button.
2. Locate the RFx, TE-2013-Executive Search & Related Services-PIN, in the list of RFx(s)
3. Click on the summary icon in the second column to view the event summary.
You will then be asked to provide contact details of the person you would like to be invited.
