II.1.4)Short description of the contract or purchase(s)The participating Authorities are responsible for the delivery of a new Social Fund service commencing in April 2013. The Community Support element of the new Social Fund service aims to support individuals with a low income via the provision of essential goods and services which will support them moving into or remaining in independent living arrangements.
The contract will consist of the following:
The supply, delivery and installation of basic, practical, durable beds and bedding, furniture (including assembly ), soft furnishings, flooring, tableware and kitchenware to residents' premises (Lot 1)and the supply, delivery and installation of low-cost, reliable, basic-specification domestic appliances to residents' premises (Lot 2).

If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 1 month). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
