Army Recruiting and Training Division ("ARTD”) is considering its options for the future development of the organisation in order to meet the training requirements placed upon it by Army 2020. This PIN is issued to seek the market's views on aspects of a potential training partner ("soft market testing”).
In issuing this PIN and engaging with the market, ARTD is not committing to carry out any procurement in relation to the requirements stated in this PIN.
Non-participation in this soft market testing exercise / bilateral discussions to inform our approach will not be taken into account in any future procurement background.
The ARTD is responsible for the training of recruits to enable them to be competent and capable in the Regular Army and the Reserves. It also trains personnel for the other two Services and overseas. ARTD further delivers career and collective formation training. The training activities managed by ARTD deliver in excess of 2.4 million man days each year and circa 8000 staff are employed in ARTD at various sites throughout the UK and elsewhere.
ARTD is evaluating the way in which it manages and delivers training to meet with the requirements of changing force structures and evolving requirements, outlined in the Army 2020 proposition and the Army's contribution to Future Force 2020 and Future Reserves 2020. This is encapsulated in the ARTD vision which is to deliver "Effective, agile and efficient training; designed to meet the needs of Army and its 21st Century trainees”.
Options under consideration include:
- Forming a relationship with a commercial party to improve existing arrangements for the delivery of training activities.
- Acquiring expertise from the private sector, which would allow ARTD to exploit current best practice in the management and delivery of training.
The assumption underlying these options is that the outcome would embrace improvements in effectiveness, agility and efficiency to meet expectations generated by Army 2020.
ARTD now wishes to explore prospective roles for the private sector, test some of the commercial principles being considered by ARTD and understand the level of industry interest. To this end, seeking proposals from Industry on how prospective options may be realised. The soft market testing planned for will be initiated at an industry day with the intention of testing the thesis that "Best Value For Money” for the MoD could be achieved through greater private sector involvement in the future development of the organisation.
This PIN has been issued by ARTD for the purposes of seeking views from organisations or potential partners that wish to take part in this soft market testing ARTD anticipates inviting up to 80 respondents to present to and discuss their ideas with ARTD. Failure to be invited to present will not preclude any organisation from submitting a tender in any future competition. ARTD is aiming to engage a broad cross section of potential suppliers at this stage, including present suppliers to ARTD and MoD and also new suppliers to Defence.
We are particularly interested in seeking views from organisations with expertise in any of the following areas:
- A record of introducing successful transformation/business change
- Delivery of Information Systems/MIS/Information Exploitation
- Management, supervision or delivery of large (GBP 100m+) services programmes comprising individual projects ranging in size from less than GBP 500k to greater than GBP 50m, in the training or defence sector;
- Strategic management of training and education delivery over a number of differing locations;
- Delivery of services through alliance, Joint Ventures or Special Purpose Vehicles,
- Delivery of support services to training organisations or establishments
- Management of an agile and effective supply chain
Outline timetable:
Any organisation wishing to attend the industry day should notify ARTD in writing by 17.00 on 29 April 2013 Stating their relevant expertise and track record in any areas covered by this notice , including the number and range of clients they support in that area. Where respondents have relevant track record and experience in more than one area, then this should be clearly stated. To inform it's decision on who to invite to the soft market testing ARTD will assess the experience and track record set out in the responses, including the range of clients supported, as well as publically available information and, taking into account the options under consideration, will then select a cross section of respondents which in it's view are together able to demonstrate sufficient depth of experience and relevant track record in the kinds of business outlined in this notice.
During week commencing 06 May 2013, following a review of these responses, ARTD will invite selected respondents to participate in an industry day taking place on 10 May 2013.
All those attending on 10 May will be invited to submit their summary of ideas by 1700 22 May. This submission will be used in conjunction with publicly available information to then select a cross-section of respondents to enter into bilateral discussions to further inform our approach.
Those selected for further discussions will be notified by 1700 7 June.
ARTD will not be liable to reimburse any costs incurred by any parties who respond to this PIN.
