The contract should be cost-neutral in order to provide the bus shelters at no cost to the participating authorities. The cost of the construction, installation and ongoing maintenance should be met by advertising within the bus shelters. Suppliers will be invited to propose a cost for each additional shelter which the contracting authority may choose to purchase.
