NHS Shared Business Services (NHS SBS) wish to announce the anticipated procurement of a Postal, Mailroom, Courier & Communication Solutions Framework with the publication of an OJEU contract notice at a time to be confirmed. The framework will be for use by or on behalf of current and future NHS SBS clients, including without limitation (I) any national health service (NHS) trust, (II) other persons and bodies exercising NHS functions or otherwise providing NHS services (including any statutory and other successor organisations to any of the foregoing and in addition any other commissioners (whether alone of jointly with any other organisation), providers and regulators of NHS funded (either in whole or in part) services including practice based commissioning consortia, general practice commissioning consortia, the National Commissioning Board (and all sub national offices including any body obtaining new membership to NHS Shared Business Services Ltd) (being other NHS entities), (III) other UK public sector bodies providing non-health services , (IV) private sector entities in the UK and Isle of Man providing public services. The aim of this procurement will be to implement a framework agreement that will enable access a broad range of postal and related services to help deliver:
- Improved governance & contract cover
- Implement joined-up postal solutions
- Provide a single framework for all postal and related services
- Deliver cash releasing efficiency savings.
NHS SBS are keen to engage with suppliers to develop industry best practice service specifications, define procurement scope and ensure the latest technologies and solutions are accommodated.
The framework will be expected to run for 2 years, with options to extend for up to a further 2 years, with contract award envisaged in Q2 2013.
NHS SBS will be launching a tender process for Postal, Mailroom, Courier and Communication Solutions, to be utilised by its full member and associate member trusts across the public sector throughout the UK. Included within this framework there will be the following lots:
- Lot 1 - Postal Services
- Lot 2 - Mail Room Equipment & Services
- Lot 3 - Courier Services
- Lot 4 - Communications Solutions
In order to ensure the best solution is found for client organisations, and under the procurement laws enforced when utilising a Prior Information Notice (PIN), NHS Shared Business Services would welcome the opportunity to seek the views of any interested organisations, and to assist in the process, a questionnaire has been prepared and is attached which seeks market views on the approach. Respondent must be viable providers of the services outlined in the questionnaire.

Interested suppliers are asked to complete the attached questionnaire for any relevant lots and email a copy to by 17:00 hours on the 6th March 2013.

NHS SBS may then wish to meet with suppliers should further clarification be needed.
Please be aware that the tender process will be an OJEU Open Procedure, and as such suppliers who do not submit an interest WILL still be able to submit a tender response.
