Border Force is a Directorate of the Home Office. Border Force are intending to replace the existing provision of Closed Circuit Television (CCTV) at the Port of Dover. The Port is owned by the Port Operator, Dover Harbour Board. The replacement CCTV system required is primarily for use by Border Force. The equipment will need to be supplied, installed and tested. The requirement is for provision and installation of a CCTV system which adheres to Home Office minimum quality standards (details can be provided in due course). The expectation is that the majority of cabling/containment and ductwork, which the CCTV System will connect to, will already be in place; however there may be some requirement for installation of such and linking with existing infrastructure. It is envisaged that installation work on the CCTV System will commence after September 2013, following an Invitation to Tender exercise.
The purpose of this document is to assess the capability of the market to meet the requirement. Potential suppliers are invited to send an email to Jonathan Edwards, Border Force Commercial: , confirming their interest in this opportunity and providing brief details of their ability to meet the requirement. Emails should be submitted by Friday 29 March 2013.
It is intended to carry out a Supplier Engagement event, in which Border Force will provide more information on the project and the procurement process. To give suppliers chance to attend, two dates have been scheduled, i.e. Tuesday 26th March 2013 in London and Wednesday 27th March 2013 in Manchester. The agenda for both dates will be the same, so suppliers will only be expected to attend one of the events. To manage numbers, suppliers are also asked to ideally bring only one attendee, two as a maximum. Any suppliers interested in attending the events should register their interest and state which date they would like to attend, by sending an e-mail to , copied to by no later than Wednesday 20th March 2013. That email should be titled ‘Dover CCTV Project - Supplier Engagement Event', and include Company Name/Address, Contact Point(s), Proposed Attendee(s) and UK VAT registration details (if applicable). Further information such as event times, exact locations and format, will be confirmed at a later date, once the demand is clear. Please note there is no compulsion to attend the Supplier Engagement event. Nor are suppliers expected to submit bids at this stage as Border Force are intending to release a formal Contract Notice at a later date, including detailed information and bidding instructions. Non-attendance at the Supplier Engagement event will not adversely affect any future ability to submit a formal tender for this work. Conversely, attendance at the Supplier Event does not compel suppliers to participate further in the tender process. When the Contract Notice is issued, the opportunity will be open to all suppliers.
