Procure Plus (PP) is a social housing regeneration consortium based in the North West of England. PP has formed an alliance with Lancashire Housing Partnership (LHP), Cumbria Housing Partnership (CHP), Procure Plus Associates (PPAL) and Efficiency North (EN). Subject to business requirement this alliance may from time to time, include other housing associations in the United Kingdom. This alliance is known collectively as Re:allies. Re:allies brings together expertise from across the North of England to deliver a highly efficient approach to procurement and regeneration at a local level. PP wishes to alert the market of its intention to engage with the market to assist in the development of the requirement of a fleet management framework agreement. PP currently has two separate framework agreements for the provision of fleet; the first is a fleet management framework agreement which has been predominantly used for vehicle leasing and for the contract and outright purchase of vehicles. The second is a fleet services framework which covers a broad range of services, including but not limited to, short term hire, personal contract purchase schemes, servicing and maintenance, roadside and breakdown assistance, fuel cards and management, telematics, driver assessment and training, driving licence checks, vehicle customisation, tyre replacement and windscreen replacement. These framework agreements are supported by terms agreed with four manufacturers for the acquisition of vehicles.
PP is considering consolidating these frameworks via the procurement of a single framework agreement consisting of one or more fleet management companies. The successful organisations would each have the capability to effectively manage all aspects of a fleet requirement on behalf of our members and customers. They would be required to pro-actively manage their supply chains in such a way as to be able to impartially source, present and recommend a wide range of fleet solutions in the highest interests of efficiency and value for money.
PP would like to invite interested suppliers to participate in a focus group to discuss the merits of this proposed strategy and to provide us with their views and ideas. Interested suppliers will be able to participate in this exercise by attending our focus group on Monday 11.3.2013. The focus group will be held at the Procure Plus offices (see section I.1). Suppliers who would like to attend should register their details on the Procure Plus tender management system (http://tendermanagement.procure-plus.com/register/index/f24f7332ea) by Monday 4.3.2013 at 17:00. A maximum of two representatives per organisation will be permitted to attend. Video conferencing facilities are available on a limited, first come first served basis. Suppliers will also be invited to join the discussion shortly before, during and after the focus group by accessing our web based discussion forum. This is a fantastic opportunity to help develop our future requirement and to learn how to participate in the forthcoming procurement.
It is envisaged that the following contracting authorities will be entitled to agree call off contracts under the proposed framework agreement as and when required -
1. PP's members (both current and future);
2. LHP's members (both current and future);
3. CHP's members (both current and future);
4. PPAL's members (both current and future);
5. The current and future members or any other member of the Re:allies alliance from time to time;
6. Any partner or customer of PP, LHP, CHP, PPAL or other Re:allies member from time to time, which may include any social housing provider in the United Kingdom. Social housing provider for this purpose means any provider of social housing and includes registered housing providers, local authorities, local government ALMO's and unitary authorities. It is envisaged at this stage that the framework agreement will also be available for use by organisations who are party to PP's current and future framework agreements, including but not limited to, the completion of responsive repairs, voids and various installation and repair works. The contracting authorities and organisations listed and referred to above have requirements predominantly within the North West, Yorkshire and Humberside of England including Greater Manchester, Lancashire, Cheshire, Merseyside, Staffordshire, Shropshire and Cumbria. However those with stock in other areas of the United Kingdom may utilise the framework agreement that PP intends to procure. It is envisaged that the framework agreement will be initially entered into by PP and the successful suppliers, however the framework agreement may be novated from PP to Re:allies when and if Re:allies is incorporated. The contracting authorities and organisations listed and referred to above shall be under no obligation to use the framework agreement. PP will not, under any circumstances, reimburse expenses incurred by suppliers as a result of their participation in the focus group and engagement. PP reserves the right not to proceed with the procurement outlined within this notice.
