II.4)Short description of nature and quantity or value of supplies or services:
Greater Manchester Fire and Rescue Service (GMFRS) is currently progressing a project aimed at improving the techniques used, fire fighter safety and improvements in technology when dealing with fire fighting activity. One element of this project is the potential use of Body Worn and Hands Free Thermal Imaging Capability within cameras. This Pin notice invites prospective suppliers of this type of equipment to express their interest and will allow GMFRS to gauge the potential market interest in any forthcoming tender opportunity. The desired expectations of the camera itself are that it will allow the operator, whilst in full firefighting PEE, to carry and be able to see images from the camera without the use of any hands. The device must be able to be retrofitted to existing PPE and 'stand alone' i.e. if the device goes defective it does not preclude the use of the other PPE items. The camera must be capable of measuring and displaying clearly the image of all temperature variations within an object or structure, between at least 0° + 800°C that are within the field of view. It is anticipated that the camera will have a minimum image field view of 50°, horizontal/vertical 35° and a focal length of 10mm. The construction will need to be of lightweight material but constructed to protect against electrical shock. The device must be resistant to heat of 60°C for 50 minutes and 80°C for ten minutes in a one hour cycle and be fully portable with its own power supply and have an operating time of a minimum of two hours without the need to recharge or renew the power supply. Full output specification requirements will be issued as part of the tender documentation in 2013, but GMFRS invites expressions of interest from organisations with the ability to develop or to provide products of this nature for use in a fire fighting environment.
