The Met Office is a Trading Fund within the Department for Business Innovation and Skills, operating on a commercial basis under set targets. As the UK's National Weather Service it provides a range of weather and climate services to a large number of public and private sector organisations. It also represents the UK within the World Meteorological Organisation (WMO) and plays a prominent role in international meteorology.
Many of the services offered by the Met Office are underpinned by an IBM supercomputer that runs complex multi-model integrations and ensembles of integrations as well as research and development of these models. The Met Office currently plans that a replacement supercomputer be commissioned by 2015 to allow continued model and product enhancements.
The supercomputer is dependent on an archiving system of sufficient capacity and performance to allow the efficient storage of model output data. The current archiving system, known as MASS, will require a significant hardware upgrade to provide the required capacity and performance.
As a result the Met Office is considering inviting expressions of interest via the Open Procedure within the Official Journal of the European Union. This PIN is the start of a period of Early Supplier Market Engagement that will enable the Met Office to get a full understanding of what the large data storage market can deliver to meet the Met Offices business objectives, further details of which can be found at http://www.metoffice.gov.uk/
The Early Market Engagement period is expected to end with the release of an Invitation to Tender in February 2014 therefore interested suppliers must be sure they are in a position to fully engage with the Met Office during this period.
The Early Supplier Market Engagement will also enable the Met Office to meet the UK Government's lean procurement requirements.
The MASS system is a business-critical Met Office system and therefore must be highly available and stable. The Met Office will be seeking a defined product solution as opposed to building the system ourselves; therefore interested parties must recognise this fact.
