Gloucestershire County Council ("the Lead Authority") invites tenders for the provision of parking enforcement services in the County, (the "Services") as set out in more detail in the Tender Documents. The main Services shall include the provision of on street parking enforcement and the provision of capital items relating to the enforcement.
The Lead Authority currently has no in-house or contracted out service for the enforcement and administration of on and off-street parking in the County. The Lead Authority therefore wishes to procure the provision of these services from the successful Tenderer. Other tasks such as IT services, cashless parking and contract management will be carried out by the Lead Authority under separate agreements.
The District Councils in Gloucestershire have their own services for off-street parking enforcement. The intention is to allow certain District Councils ("Clients”) to contract directly with the successful Tenderer, for the provision of an off-street parking enforcement service, through a Framework Agreement if they wish. However, no guarantee can be given as regards the timing or the extent of the take-up of this provision.
By contracting separately for their off-street enforcement, PCNs and all supporting files and documents will have to be uniquely identified to the relevant Council, which could be the Lead Authority or one of the District Councils. The Contractor will be required to send the documents and information relating to any PCN to the correct Client or the centralised service as agreed with each District Council.
It is fundamental to the success of this Contract that Tenderers recognise, and show that they understand, the nature of parking provision and enforcement; and, that as a result they recognise the need for absolute clarity of responsibility and the need to provide a seamless service to the public.
Services can be ‘called off' through the Framework Agreement throughout the term of the Framework Agreement which will be a maximum of 4 years. Prior to the commencement of service delivery to any Client under the Framework Agreement, the Contractor shall engage in certain preparatory actions including but not limited to trials of the Contractor's IT System and shall provide other pre-enforcement services where required. The Lead Authority anticipates that the provision of the Services should be able to commence operationally in April 2013.
Tenderers should note that the Lead Authority is unable to offer any office or other accommodation in relation to the provision of the Services.
