Suffolk County Council and partners wish to engage with the market for an HR and Finance managed service on Wednesday 21.11.2012. The market engagement process is purely about sharing and gathering information from the market, it is not a procurement and there is no commitment for Suffolk County Council and partners to take any future action.
Suffolk County Council is coming to the end of a ten year partnership for the provision of back office services and we are thinking about what the Council needs going forward. We are currently looking at HR and Finance services (it is intended that ICT services will follow later). The potential procurement resulting from this PIN is likely to include lots so that both large and small bidders may participate and is likely to result in a contract length of 3-5 years. We also intend to retain the option for the district and borough councils of Suffolk to participate in the arrangements if they choose to do so throughout the term of the contract.
As well as clear evidence of value for money we will be looking for flexibility, adaptability and transparency with partners willing to work with us during a period of considerable change. Our plans are still being scoped and it represents a departure from our current arrangements therefore we will be seeking input from the market. This engagement may involve, for example, feedback on service specifications, lot structure, viability of the service provision and development of the procurement strategy.
