(a) to give advance notice that HM Revenue & Customs (HMRC), acting on behalf of Central Government and Wider Public sector departments (the Client), are considering undertaking a tendering exercise to set up framework agreements in respect of On Line News Services;
(b) to request information from the marketplace and potential users of the contract relating to the type of services that may be required; and
(c) to allow potential tenderers to register for the upcoming supplier event by e-mailing Sajen Bakht with names and details of attendees. E-Mail to be sent to: , titled, ‘On Line News Service Supplier Event Attendance.’
The upcoming supplier event shall be held in London on the afternoon of the 3.10.2012. Full details of location and event details shall provide upon receipt of e-mail, expression of interest to attend directly to Sajen Bakht.
The Client would particularly be interested in suggestions on how the specification can be developed to actively encourage the use of organisations in the Small and Medium Enterprise (SME) size range.
HMRC is a government department principally responsible for the collection, administration and management of revenue from Direct and Indirect Taxes and Duties, combating drug trafficking and enforcing/export prohibitions.
The Requirement:
HMRC has developed a Data procurement strategy for news services. This Framework will support access on online news services for HMRC, and in other Government Departments.
The requirement is for the following lots:
- Aggregated online news services,
- Replica electronic newspapers,
- Single suppliers of specific titles only available by direct subscription with the originating supplier,
- Online Media Database tools.
The arrangement will have a maximum duration of four years (2 years plus 2 years extension agreeable with framework suppliers).
Subject to finalising the scope of the requirement and obtaining approval to proceed, it is intended that the tendering exercises will be conducted under a Part B Services "Open” award procedure, with the relevant Contract Notice expected to be published in OJEU late October 2012.
