Norfolk County Council has awarded a single contract for a Drug and Alcohol Treatment System for adults in Norfolk, which will increase the number of people able to achieve sustained recovery from dependence by providing individual support and treatment packages of care. The system will be an open access, county-wide system with a single assessment and co-ordination system. Core delivery components will include; low intensity intervention and outreach services; structured treatment services including psychosocial interventions in Norfolk Prisons; volunteering and peer mentoring systems; harm reduction interventions and primary and secondary health care liaison services.

The procurement exercise was for services specified in Part B of Schedule 3 of the Public Contracts Regulations 2006 ("Part B services"). Accordingly, the Public Contracts Regulations 2006 (as amended) ("the Regulations”) only applied in part. The procurement exercise was conducted in accordance with the information carried out in the procurement documents. The value indicated is for a period of 7 years. The contract will initially be for 5 years and includes an option to extend for a further 2 years subject to provider performance and funding availability.
The Authority has been constrained by the forms used by the Publications Office to describe the procurement procedure as Restricted. This was a two-stage procurement process, but the authority did not bind itself to conduct the procurement process in accordance with the Restricted Procedure, as described in the Regulations, nor to abide by any other part of the Regulations which does not expressly apply to procurements for Part B services.
