This is the commencement of a new procurement process. The procurement process that commenced with OJEU Contract Notice No. 2012/S 90-148675 11.5.2012 has been stopped. A corrigendum notice is being placed in OJEU to confirm this.

Organisations who have previously submitted a Pre-Qualification Questionnaire are required to reconfirm their interest in this new procurement process that is being started by the placement of this notice.
This can be done via the West Sussex eSourcing Portal, and accessing Project No. 183, ITT Nos. 177, 178, 179,180. Further details are available in the procurement documents that have been revised and subsequently re-issued on the portal. If organisations who have previously submitted a PQQ for the original procurement process do not resubmit WSCC will not be able to assess their application(s).
The current contracts delivering these services will come to an end on 31.3.2013. WSCC has continued to rationalise its property portfolio as well as maximising opportunities that achieve both revenue savings and produce capital receipts. There continues to be a requirement for strategic property advice.
The main headings under which work will be required are:
Lot 1: Portfolio Management and Estate Services.
- marketing non-residential freehold and leasehold property,
- rent reviews and renewals in respect to the leasing and licensing of property as they arise,
- acquiring property interests on behalf of WSCC,
- advise on claims submitted under Part 1 on the Land Compensation Act 1973,
- lands tribunal and dispute resolution casework,
- detailed valuations on specific properties or land,
- advice on project viability, options and solutions for Energy projects affecting the commercial and residential estate.
Contract structure - a single framework agreement of 4 years duration.
Lot 2: Asset Valuation and rating.

Day to day management of WSCC’s freehold agricultural estate.

- advice on project viability, options and solutions for Energy projects affecting the rural estate.
Contract structure - Service Contract for a minimum of 5 years with the option to extend for periods up to 2 years to a maximum contract period of 7 years. This would be subject to ongoing need, budget availability and contractor performance.
Other public bodies, which are Public Bodies within the meaning of the Public Contract Regulations 2006. Within West Sussex this would include District and Borough Councils, Police and Health Authorities any joint venture vehicles created by West Sussex County Council during the contract period and the local authorities within the South East 7 (SE7) region (Hampshire County Council, Surrey County Council, East Sussex County Council, Kent County Council, Medway Unitary Council and Brighton & Hove City Council referred to as being the Relevant public bodies. They shall be entitled, with the prior written consent of the County Council, to access and use the contract on the same or substantially the same terms and conditions as agreed with West Sussex County Council. For further details regarding the membership of these groups refer to the procurement documents. The framework agreement and contracts value ranges represents the minimum requirement anticipated for West Sussex County Council as the potential contract values of the other authorities who may participate in the contracts and framework agreement are not known.
Organisations may apply for any or all lots. Bidders will not be permitted to tender for part of any individual lot.
