RCUK SSC Ltd as the Contracting Authority is putting in place a Contract for Brokerage Services for the provision of an overseas Health and Medical Insurance Plan for the Medical Research Council, for MRC expatriate employees, partners and siblings for use by or on behalf of UK bodies.
These bodies include but are not limited to the Medical Research Council, Science and the Science and Technology Facilities Council, The Engineering and Physical Sciences Research Council, The Economic and Social Research Council, The Natural Environment Research Council, The Arts and Humanities Research Council, The Biotechnology and Biological Sciences Research Council, The RCUK Shared Services Centre Ltd, Central Government Departments and their Agencies, Non Departmental Public Bodies, NHS bodies, Local Authorities, Voluntary Sector Charities, and or other private organisations acting as managing agents or procuring on behalf of these UK bodies. The Research Councils and the RCUK Shared Services Centre Ltd are seeking to procure the services of an Insurances Services Brokerage & Advisor to cover the purchase and provision of an overseas operating Health and Medical Insurance Plan for MRC overseas expatriate employees, their partners and their siblings. The length of the Brokerage Contract is for a period of three years from the 1st November. The brokerage will source and renewal purchase each financial year from midnight at the 1st April the most economically advantageous policy to provide a comprehensive healthcare and medical insurance 12 month plan to cover all MRC's expatriate employees, their partners, and their siblings. The brokerage role will be also to deal with all claims management work associated with and arising with the Healthcare Plan which runs for 12 months from at midnight on the 31.3.2013 (next renewal date by) February. If additional policies such as an interior continental Travel Insurance policy is required to be sourced and procured by the Broker the policy period dates start and end will be the same as the dates for the main Healthcare Plan policy.

Description of particular conditions: The government has set out the need for greater transparency across its operations to enable the public to hold public bodies and politicians to account. This includes commitments relating to public expenditure, intended to help achieve better value for money.
As part of the transparency agenda, government has made the following commitments with regard to procurement and contracting:

Participating suppliers are also expected to have in place necessary insurances. Expressions of Interest must include the return of a satisfactory RFI which will be supplied. This Contract Notice is to alert interested suppliers of the start of a competitive process and the SSC Ltd is following the detailed rules and procedures set out in directive 2004/18/EC.
