The Company Narec is a national centre for the UK dedicated to accelerating the deployment and grid integration of renewable energy and low carbon generation technologies, utilising wind, wave, tidal, solar PV and thermal power. We work with blue chip companies, SME's, start-ups and University spin-outs to commercialise technologies, which generate electricity and heat; can be deployed into the electrical network; or form part or all of a distributed energy system. The Building The National Blade Testing Facility project aims to develop a large scale testing facility; utilising and expanding on technology developed by Narec over a number of years. The facility will form part of the energy and innovation connector and will be located at Narec's site in Blyth, Northumberland. The project will enhance Narec's existing blade testing capabilities by providing a facility that will test wind turbine blades up to 100 metres in length. The project will provide an open access facility for blade developers to test and prove designs and components onshore improving their efficiency and reliability before committing to costly and high risk testing and demonstration offshore. The National Blade Testing Facility forms part of a broader national offshore wind innovation asset which is being driven by investment from One North East and Strategic Investment Fund. The test facility will be capable of testing a range of blades from 40 metres up to 100 metres in length. The test hub will have the capacity to perform ultimate type testing on 80 metre and proof type testing on 100 metre blades in an enclosed environment. This tender is to establish a framework agreement to supply materials, machined parts, fabrication and related items to Narec.

Precise information on deadline(s) for lodging appeals: The Authority will incorporate a minimum of 15 calendar day standstill period at the point of information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Authority before the contract is entered into. Applicants have two working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of three working days before the expiry of the standstill period. Such additional information should be requested from the Authority. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (as amended) provide aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within three months). Where a contract has not been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
