Harrogate Council is seeking to award to a Single Supplier for the provision of biomass fuel to EN14213:2003 for the purposes of electrical power generation. This contract represents a new supply to the Council for fuel to a new Combined Heat and Power (CHP) installation at the Harrogate International Centre. The fuel must comply with the sustainability criteria of the renewables obligation, as determined by Ofgem, and Breeam 2008 standard BES 5053: Issue 4.0 1.5.2010 class Energy 5 "low or zero carbon technologies”. Reference should be made to energy 5 "low or zero carbon technologies" (pages 125-130) of this document which detail the classification of first and second generation biofuels.
First generation biofuels are not acceptable for use under the requirements of the document.
