The service must meet the statutory requirements placed on local authorities to provide:

Specialist Assessment & support planning.

Equipment assessment & provision.

Registration of sensory loss.

Information & advice.

Enablement Services to individuals with Hearing, Visual & Dual sensory Disabilities and Parents & carers who have a sensory disability.

The following legislation applies:

-Care Act 2014,

-Children's Act 2004.

The successful provider must understand the principle legislation and statutory requirements relating to the provision of these services. The provider must keep up to date on related judgements and consultations and their implications and applications to the service.

Interested organisations must pass the standard selection questionnaire before their tender submission is evaluated.

Tenders will be evaluated against quality (70 %) and price (30 %). The breakdown of these criteria is set out in the procurement documents.

Presentations to a stakeholder panel will also form part of the award process.

The Council will incorporate a standstill period at the point when information on the award of the contract is communicated to tenderers. The standstill period will be for a minimum of 10 calendar days, and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide for the aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
