Housing 21 is a leading national not-for-profit provider of housing, care and health services for older people. Its vision is to provide a life of choice for older people whilst its mission is to promote independence and choice for older people through quality housing, care and support.
Housing 21 manages over 18 000 sheltered, extra care apartments and bungalows in 470 scheme settings which are located throughout England (rising to 24 000 over the duration of the strategic 5 year plan).
Housing 21 is seeking a joint venture partner to work with to consult, develop, manage and deliver total facilities management services (TFMS). The partnership is expected to become a key strategic supplier to Housing 21 in the delivery of its corporate plan in regards to the management of its property environments and related services. The delivery of improved levels of customer satisfaction with the services offered, a reduction of the total cost to serve and the creation of new services will be among the critical success factors.
It is envisaged that housing 21 will form a joint venture vehicle with the selected partner, which shall be responsible for the delivery of the TFMS going forward.
Proposals are invited from suitably qualified and experienced facilities management (FM) providers with the capability and experience of operating in and providing a broad range of TFMS across a similar portfolio in the social housing sector.
The selection of a partner is the first phase in this strategic relationship, through which Housing 21 is looking to review and subsequently plan its TFMS. The second phase will be the implementation and delivery of the solution by the selected partner and Housing 21, both through managing and improving current capabilities and relationships, and through self delivery of key service areas.

Development in partnership of a solution for total facilities management of housing 21's existing and future portfolio of properties in England.
Housing 21 requires a single partner (which may be a consortia incorporated as an appropriately formed Special purpose vehicle) to work with to consult, develop, manage and self deliver aspects of TFMS.
Housing 21 envisages entering into a joint venture with the selected partner.
Annual spend in scope is in the range 25 000 000 GBP to 32 000 000 GBP + in line with portfolio growth projections.
Opportunities exist to develop the service offering more widely to include housing 21 residents, Housing 21 non-resident customers and community based markets, in line with the housing 21 corporate plan.

Building on its achievements Housing 21 is in a period of significant organisational change and further growth transforming its service delivery and business processes to deliver a customer centric operating model based on regions and localities.

It is envisaged that given the nature and dispersal of its stock and operations, that aspects of this work will continue to be delivered through external networks and other suppliers; which the partnership will manage.
Housing 21 offers a wide range of services delivered into a variety of settings (e.g. community, extra care, day care, homecare, residential care). It delivers into various forms of property tenure from rented, shared ownership, outright ownership and leasehold.
The solution shall be capable of supporting these services and any future services or products developed.
The services are currently managed by an in-house function of 60+ managerial and technical staff with an incumbent supply chain of over 300 suppliers. There is very little in house self delivery, mainly in the area of cleaning.
The contract will be for an initial period of 10 years, with a break provision (at Housing 21`s discretion) at 5 years and option to extend (at Housing 21`s discretion) for a further period of 5 years.

The Contracting Authority will discard all responses except those conveyed via its online tendering system (refer I.1 of this form) with which economic operators requiring to express an interest must necessarily register.
All queries and requests for clarification should be directed via the same system using the functionality provided for this purpose.
Responses to the PQQ must further be received in this system according to the timeline for the procedure set out in this notice and subsequently as published in the online tendering system itself.
Housing 21 reserves the right to cancel the procurement and not to proceed with the contract. Housing 21 also reserves the right to award a contract for parts or part of the works and services only.
Housing 21 will not, under any circumstances, reimburse any expense incurred by bidders in preparing their PQQ or tender submissions or in participating in the procurement process.
Housing 21 notes that the award of the contract may involve a transfer of employment undertakings pursuant to the Transfer of Undertakings (Protection of Employment) Regulations 2006, and will clarify the position with the bidders during the procurement process.
