Cornwall Council's Housing Development Programme (HDP) aims to deliver 1 000 new homes between 2017 - 2021, within key towns in Cornwall. The HDP will provide an affordable, secure, alternative offer for those in the private rented sector, those in housing need, and for those that want to stay within their local community. The aim is to provide housing that is supported by the community for the community.
Planned homes will include a range of tenures including properties for open market sale, and affordable homes to rent. The focus, however, is on market rental properties.
Both affordable and private rented properties will require management, maintenance and landlord services.
The Council would like to undertake a soft market test to identify, discuss and better understand opportunities for progressing this initiative through a JV arrangement.
Interested parties are invited to attend an Open Day to be held in central Cornwall on 20.10.2017 beginning at 9:00 and continuing until 15:00. Exact venue TBC via E-tendering system. This will comprise a Council presentation followed by opportunities for attendees and key Council staff to meet in small groups to discuss further.
The Council welcomes responses from organizations with commercial, development and other expertise who wish to work with us to increase housing delivery and meet the HDP's wider Vision and Objectives.
Further details and documentation about the Open Day and HDP will be available through the Due North E-tendering system, following registration. Attendees will need to complete some of this documentation in advance.
The Council uses a web-based system on the South West Portal found at www.supplyingthesouthwest.org.uk ( Due North ) to manage procurement processes. New users to the system must register on this site to obtain a username and password before gaining access to the system. All interaction with the Council in respect of this requirement will be conducted through the Due North system. Further documentation about the Open Day, JV and HDP will be available once registered.
The Council may wish to undertake further discussions with some or all respondents to enhance understanding of the possibilities and levels of interest in a JV arrangement.
