The NWUPC has a requirement to establish a Framework Agreement for the provision of Global Mobility Support Services. NWUPC is managing this procurement process in accordance with the Public Contracts Regulations 2015 (the ‘Regulations’) on behalf of members of North Western Universities Purchasing Consortium (NWUPC), North Eastern Universities Purchasing Consortium (NEUPC), Southern Universities Purchasing Consortium (SUPC), London Universities Purchasing Consortium (LUPC), Advanced Procurement for Universities and Colleges (APUC), Higher Education Purchasing Consortium Wales (HEPCW), Crescent Purchasing Consortium (CPC) and UK Shared Business Services Ltd (UKSBS).

The framework will be structured into 5 Lots:
Lot 1 - Legal Services;
Lot 2 - Taxation and Accountancy Services;
Lot 3 - International Payroll Services;
Lot 4 - Domiciliation Services;
Lot 5 - Relocation Services.
At some point during the life of the Framework Agreement the current members of the following Consortia may wish to utilise the Agreement and should have access at any point with the permission of NWUPC. Therefore, it should also apply, with the express written permission of NWUPC, to any member of any other Higher or Further Education regional purchasing consortium or any other Higher Education Institution in the United Kingdom as well as the Research Councils, providing that they formally commit to participate in and support this Agreement. NWUPC will only grant permission at the request of the consortium; or an Institution if it is not a member of a Consortium. This Agreement is not intended to replace any current Agreements that either participating or non-participating Consortia may already have in place. II.2.1)Total quantity or scope:
The NWUPC is seeking to establish a multi-provider Framework Agreement on behalf of the members of NWUPC, NEUPC, SUPC, LUPC, APUC, HEPCW, CPC and UKSBS for Global Mobility Support Services.
This Framework Agreement will commence on 1.9.2016 for an initial period of 36 months until 31.8.2019 with the option to extend the Agreement for 12 months until 31.8.2020 subject to satisfactory Economic Operator performance.
The Framework Agreement will be split into 5 lots as follows:
Lot 1 - Legal Services;
Lot 2 - Taxation and Accountancy Services;
Lot 3 - International Payroll Services;
Lot 4 - Domiciliation Services;
Lot 5 - Relocation Services.
You can apply for a single lot or for multiple lots. You only need to complete and return one ITT document no matter how many lots you are applying for. However you must indicate in section 4 Lot Application which of the lots You wish to apply for. You will also have to complete any Lot specific documents. A full list of the documents required for a complete tender submission is provided in section 18 Document Check-list. Each bid will be assessed on its own merits and each lot will be evaluated and awarded separately. Successful award on a particular lot does not enable You to supply under any other Lot(s).
Each firm tendering for Lot 2 will be expected to provide a web based knowledge portal providing summary taxation guidance and advice with a Higher Education focus for country by country on a worldwide basis. Firms tendering for Lot 2 can confirm that they are willing to provide a web based knowledge portal as per question 7 of Appendix 7. Firm should be able to tailor their advice to take into the account the regional requirements depending on the location of the University.

1)Short description
Provision of practical advice tailored to the specific pattern for the university. Advice may be given through telephone, skype, email or face to face planning meetings.
Scenarios of Global Mobility that the firms needs to be able cover are:
- Outbound assignments from UK (staff, contractors and students working overseas);
- Sending people abroad to a territory when the University has no existing presence. Secondments overseas may be short term (less than 6 months) to long term (2 years or more);
- Setting up independent operation that is an extension of the University in an overseas territory;
- Inbound assignments to UK (either employing staff, interns, contractors and students currently resident overseas or accepting secondments from overseas Universities or other organisations);
Areas of advice to the University prior to deciding on whether to proceed with the arrangements:

Lot No: 2 Lot title: Taxation and Accountancy Services
1)Short description
Each firm tendering for Lot 2 must provide a web based knowledge portal providing summary taxation advice and guidance with a Higher Education focus for country by country on a worldwide basis. Firm should be able to tailor their advice to take into the account the regional requirements depending on the location of the University. Practical advice tailored to the specific pattern for the university. Advice may be given through telephone, skype, email or face to face planning meetings.
Guidance on development of Institutional Policies.
Assistance and development of policies, procedures and check-lists for monitoring staff movements to help Institutions to capture the correct information to aid their decision making.
Outbound assignments from UK (staff, contractors and students working overseas). The scope of requirement for this Lot is that all outbound assignments from the UK will be included.
Sending people abroad to a territory when the University has no existing presence. Secondments overseas may be short term (less than 6 months) to long term (2 years or more).
Setting up independent operation that is an extension of the University in an overseas territory.

International payroll provision:

1. Set-up and registration of University's or overseas subsidiary's payroll with the necessary governmental agencies;
2. Obtaining any necessary licenses for the University or the overseas agent/subsidiary to operate payroll;
3. Assisting employees obtaining necessary tax identification numbers in host territory;
